Summay of notice	⑴ Official in charge of disbursement of the procuring entity : HAMANO Shogo, Director of Kushiro Local Finance Office. ⑵ Classification of the products to be procured : 75 ⑶ Nature and forecast quantity of the services : Cleaning of the building of the Kushiro Local Common Government Offices, 1 set ⑷ Service period : From April 1, 2025 through March 31, 2026 ⑸ Service place : as in the specification ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, person under conservatorship or person under assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③ Have grade A or B or C in the services (Management and Maintenance of building) in terms of the qualification for participating in tenders by Organizations in the Hokkaido area related to the Ministry of Finance (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024. In the "C" grade of the competition qualification (unified qualification for all ministries and agencies), the applicant must have performed daily cleaning work of approximately 10,000㎡ per building for approximately one year continuously since FY 2022. ④ At least one person must have a building environmental sanitation management engineer"s license prescribed in Article 7, Paragraph 1 of the Act on Securing Sanitary Environment in Buildings. ⑤ The applicant must be registered as a building cleaning business or a comprehensive building environmental sanitation management business with the Hokkaido governor who has jurisdiction under Article 12-2, Paragraph 1 of the Act on Securing a Sanitary Environment in Buildings. The business must be registered as a building cleaning business or a comprehensive building environmental sanitation management business with the competent Hokkaido governor in accordance with Article 12-2, Paragraph 1 of the Building Sanitation Law. (In the case of a business association, cooperative association, business cooperative, small business cooperative, federation of cooperatives, commercial association, federation of commercial associations, shopping district promotion association, or federation of shopping district promotion associations, the association and its members must have registered their business.) ⑥ As a person in charge of the work, the company must be able to have an employee with at least six months of company experience who meets the requirements of Article 25, Item 2 of the Enforcement Regulations of the Law Concerning Maintenance of Sanitary Environment in Buildings, stationed full-time at the cleaning site. ⑦ The applicant must have a business office or other business location in Kushiro City or Kushiro Town. ⑧ Not those who are judged to be inappropriate as the other party to a contract on account of having violated any of the clauses of contract and illegal or unfair act previously made with an official in charge of any of the relevant local bureaus, or branch bureaus, or divisions, or offices. ⑨ Have not received suspension of designated contractor status, etc. from any ministry or agency (including person specially qualified by officials in charge of disbursement of the procuring entity). ⑩ Be a person whose business situation or trustworthiness is deemed not to have significantly deteriorated and whose performance of a contract can be properly guaranteed. ⑪ The bidder must have received or delivered the bidding instructions, etc. ⑺ Time-limit for tender : 5 : 15 pm, February 18, 2025. ⑻ Contact point for the notice : Special Staff Section for Common Building for Government Office, Kushiro Local Financial Office, Kushiro Local Common Government Office, 10-3 Saiwai-cho, Kushiro-city, Hokkaido, 085-8649 Japan.
