Summay of notice	⑴ Official in charge of disbursement of the procuring entity : YOSHIMURA Hiroshi, Director General of Hokkaido Regional Forest Office ⑵ Classification of the products to be procured : 26 ⑶ Nature and quantity of the products to be purchased : ① Electricity to used in office building of Hokkaido Regional Forest (high-pressure) 455,000kWh ② Electricity to used in office building of Hokkaido Regional Forest are (low-pressure) 1,170,550kWh ⑷ Delivery period : From 1 April, 2024 through 31 March, 2025 ⑸ Delivery place : As shown in the specifications ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ③ have the Grade "A", "B", "C" or "D" in terms of qualification "Sale of product" at Hokkaido area for participating in tenders by Ministry of Agriculture, Forestry and Fisheries (Single qualification for every ministry and agency) in the fiscal year 2022, 2023 and 2024. ④ Being a person who has been registered as a retail electric utility based on the provisions of Article 2-2 of the Electricity Business Act ⑤ Satisfy the tender compatibility condition indicated in attachment "competition participation qualification confirmation document" about utilization of the carbon dioxide source of discharge unit and unutilized energy, introduction of renewable energy, a transfer on a green electric power bond, a match of dissemination of information about energy saving to a consumer and brownout and elucidation of information the power supply composition and the carbon dioxide discharge coefficient. ⑥ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order. ⑦ Prove not to be a period of receiveng nomination stop from the contracting officer etc. ⑺ Time-limit for submission of certificates : 5 : 00 P.M., 11 January, 2024 ⑻ Time-limit for tender Power of Attor-ney : 9 : 50 A.M., 12 January, 2024 ⑼ Time-limit for tender : 10 : 00 A.M., 12 January, 2024 (tenders submitted by mail 17 : 00, 11 January, 2024) ⑽ This project allows the use of the electronic procurement system for bidding, etc. In addition, those who are unable to use the electronic procurement system may submit a written application to the order and submit a paper bid. ⑾ Contact point for the notice : NAKAGAWA Yuta, Accounting Division, Hokkaido Regional Forest Office, Miyanomori 3-7-70 Chuo-ku Sapporo city Hokkaido 064-8537 Japan.
