Summay of notice	⑴ Official in charge of disbursement of the procuring entity : TANIGAMI Hiroshi, Deputy Director of General Affairs Division, Kinki Local Finance Bureau. ⑵ Classification of the products to be procured : 26 ⑶ Nature and quantity of the products to be purchased : ① Electricity to be used in Osaka National Government Building No. 2 and No. 4. Contracted electricity 2,300kW. The estimated electricity for a year 5,971,079 kWh. ② Electricity to be used in Kyoto Second Regional National Government Building. Contracted electricity 89kW. The estimated electricity for a year 246,262kWh. ③ Electricity to be used in Kobe Regional National Government Building. Contracted electricity 374kW. The estimated electricity for a year 989,871kWh. ④ Electricity to be used in Nara National Government Building. Contracted electricity 121kW. The estimated electricity for a year 246,193kWh. ⑤ Electricity to be used in Wakayama Regional National Government Building. Contracted electricity 413kW. The estimated electricity for a year 1,022,480 kWh. ⑥ Electricity to be used in Otsu Biwako National Government Building. Contracted electricity 530kW. The estimated electricity for a year 1,160,309kWh. ⑷ Supply period : From 1 April, 2024 through 31 March, 2025. ⑸ Demand place : As per specifications. ⑹ Qualification for participating in the tendering procedures : Suppliers eligible for participating in the proposed tender are those who shall : ① Have Grade A or B or C in "Manufacturing" or "Selling" in terms of the qualification for participating in tenders by Organization in the Kinki area related to the Ministry of Finance (Single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024. ② Not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause. ③ Not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting. ④ Not fall under the Corporate Reorganization Act (Act No. 154 of 2002) or the Civil Rehabilitation Act (Act No. 225 of 1999). Furthermore, those who have filed a petition for commencement of reorganization proceedings or commencement of rehabilitation proceedings shall obtain the authorization for repossession of the said tendering participants qualification after the commencement of proceedings. ⑤ Not those who are judged to be in appropriate as the other party to a contract on account of having violated any of the clauses of contract and illegal or unfair act previously made with an official in charge of any of the relevant local bureaus, or branch bureaus, or divisions, or offices. ⑥ Have not received suspension of designated contractor status, etc. from any ministry or agency (including person specially qualified by officials in charge of disbursement of the procuring entity). ⑦ Be a person whose business situation or trustworthiness is deemed not to have significantly deteriorated and whose proper performance of a contract can be guaranteed. ⑧ Have registered in accordance with article 2-2 of the Electricity Utilities Industry Law. ⑨ Fulfill the requirement mentioned in the tender manual that are stated from the viewpoint of reducing CO. ⑩ Be a person who took a grant of a tender manual and specifications. ⑺ Time-limit for tender : 16 : 30, 17 January, 2024. ⑻ Contact point for the notice : NAKA-NISHI Noriaki, Management Section for Common Building for Government Offices, Kinki Local Finance Bureau, Osaka National Government Building No. 4, 4-1-76 Otemae, Chuo-ku, Osaka-shi, Osaka, 540-8550 Japan.
