1. The Government of Jamaica has received financing from the World Bank toward the cost of the Social Protection for Increased Resilience and Opportunity (SPIRO) Project and intends to apply
part of the proceeds toward payments under the contract for a System Integrator for the design, development, and operationalization of an Integrated Social Protection Information System1.
2. The Ministry of Labour & Social Security intends to initially select Applicants for a System Integrator for the design, development, and operationalization of an Integrated Social
Protection Information System. The Social Protection Information System (SPIS) aims to modernize and enhance the delivery of social protection services through a unified platform that ensures
secure, reliable, and interoperable data exchange between external entities and internal systems within the Ministry of Labour and Social Security (MLSS). The system will establish a single
point of entry for applicants via a web portal and local office access, utilizing a unified intake form to streamline applications for various social protection programmes. These programmes
include the Programme of Advancement Through Health and Education (PATH), Rehabilitation Programme, Social Pension, Steps to Work (STW)/Social Intervention Program (SIP), and the Disaster
Welfare Management 1 Procurement process will be governed by the World Bank’s Procurement Regulations.”
The SPIS will integrate seamlessly with external administrative databases, such as:
The National ID database (eGovJamaica)
The Education Management Information System at the (Ministry of Education, Skills, Youth and Information
Tax Information System at the Tax Administration Jamaica
Ministry of Health and Wellness databases, among others.
Additionally, the system will enable efficient data sharing with other databases/programmes within the Ministry of Labour and Social Security (MLSS) systems, including:
The Central Food Warehouse Inventory Management System
The Enhanced Labour Market Information System (LMIS)
The National Insurance Scheme (JNIS)
The Jamaica Council for Persons with Disabilities (JCPD)
Overseas Employment Services (OES)
It is expected that the Request for Proposals will be made in May 2025
3. Initial Selection will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for Borrowers- Procurement in Investment Projects Financing” September
2023 (“Procurement Regulations”), and is open to all eligible Applicants as defined in the Procurement Regulations.

5. Applications for Initial Selection should be submitted online and clearly labeled Initial Selection - Integrated Social Protection Information System and submitted via the Government of
Jamaica Electronic Procurement Platform (GOJEP) at https://www.gojep.gov.jm by 5:00 p.m. on Monday, March 31, 2025. Late applications will automatically be rejected by the system.
