Assignment Title: Innovation & Entrepreneurship Specialist

The Government of Grenada has received financing from the World Bank toward the cost of the OECS Skills & Innovation Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the expertise of an Innovation & Entrepreneurship Specialist, in accordance with the Loan Agreement and World Bank Procurement Regulation for IPF Borrowers to support the implementation of Sub-Component 2.3 of the project, which focuses on enabling the innovation ecosystem and sponsoring collaborative innovations. The project is being implemented during the period 2024 to 2030, and the successful candidate is expected to commence duties in March 2025.

The Ministry of Education now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation criteria are:

• Master’s or Bachelor"s degrees in a relevant field such as Innovation, Entrepreneurship, Economics, Engineering, Finance, International Trade, Business Administration or Management, or a related discipline.
• At minimum 10 years (for a bachelor’s degree holder) or 5 years (for a master’s degree holder) with proven professional experience in innovation and entrepreneurship development.
• Demonstrated experience in fostering innovation and entrepreneurship with focus on micro, small and medium size enterprises and entrepreneurs across economic sectors in the Caribbean region.
• Prior exposure and ability to identify and connect with key stakeholders.
• Experience managing innovation or applied research projects on matching grants, providing technical assistance and capacity-building support to institutions or organizations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”[1] fifth edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment:

Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower.

A Consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Procurement Regulations.
