        all economic operators foreseen by the art. are admitted. 65 of Legislative Decree no. 36/2023, including competitors specifically and temporarily grouped pursuant to art. 65, paragraph 2, letter. e) of Legislative Decree no. 36/2023 and aggregations between companies adhering to the network contract pursuant to art. 65, paragraph 2, letter. g) of Legislative Decree no. 36/2023, according to the methods indicated in the tender specifications

      2. Economic and financial standing:
        List and brief description of selection criteria:

        each competing company (even if agent, principal, auxiliary or network operator) must produce two suitable bank references. If, for well-founded reasons, the company is unable to present the references requested by the Administration, it can prove its economic-financial capacity by means of any other document listed in the art. 18, paragraph 6 of annex II.12 of Legislative Decree no. 36/2023.

      3. Technical and professional ability:
        List and brief description of selection criteria:

        Companies and/or groups and/or networks and/or consortia specialized in the production of the products for which they are requesting to compete and in possession of all the processing phases indicated in the attachments for each product are eligible to participate. To this end, each competitor must declare/demonstrate possession of the following minimum requirements:

        to. all the processing phases envisaged for each product, as better specified in attachments B-1 to B-5 to this notice, as well as an overall business organization that can be deduced from:

        - descriptive list of the technical equipment owned relating to the products for which the company is competing (as specified in the attachments to this notice);

        - production plants and workforce;

        - daily production capacity referring to finished products similar to those of the contract;

        b. certification certifying compliance with the UNI EN ISO 9001-2015 standards, issued by an accredited body ACCREDIA or another body in mutual recognition, relating to the accreditation sector (EA) and verified and certified processes concerning the processing phases carried out by the economic operator for the preparation of the artefacts for which he requests participation. In the case of grouped economic operators, this certification must be possessed by each grouped company in relation to the production phase to be carried out;

        c. specific turnover: list of supplies, carried out in the three-year period 2020-2022, relating to finished products similar (in terms of raw materials used, construction techniques, machinery and equipment used, proportion ratio, similarity and intended use) to those for which the request is made to participate, the annual average of which must be at least 25% of the overall value of the lot excluding VAT, as better indicated in the attachments. The list must contain a detailed indication of the type of products, invoiced amounts, contract dates and beneficiaries. If the competitor submits an offer for multiple lots, he must declare that he has a specific turnover required for the value of the highest lot;

        d. PS license (for Italian clothing companies only): declaration certifying possession of the license from the Ministry of the Interior pursuant to art. 28 of the R.D. n. 773/1931, containing the date of issue, expiry, of the issuing Prefecture, as well as the quantity of artefacts whose detention is authorised.

        The Administration reserves the right to arrange technical inspections at the premises, including secondary ones, of the competitors, to verify their technical capacity. The related expenses are borne by the competitor.
