Pursuant to article 48 of Directive 2014/24/EU, wWith this pre-information notice, the contracting authority announces its intention to issue a tender for research services for the development of innovative models, solutions and tools aimed at the socio-economic growth of local communities through the enhancement of cultural heritage.

Some metropolises or areas of the national territory are characterized by a type of mass tourism which generally benefits from itineraries, monuments and museums according to a standard itinerary. This situation concentrates the possibilities of economic development on some areas, even to the detriment of the communities located in the peripheral areas of the metropolitan areas or in the small villages adjacent to areas of greater tourist attraction. The objective of the initiative is the acquisition of knowledge for the definition of highly innovative solutions, tools, services that promote the social and economic growth of local communities through the enhancement of cultural heritage distributed throughout the country and the planning of partnerships with public and private bodies.

The tender is in implementation of the Smarter Italy programme, a joint action of the Ministry of Enterprise and Made in Italy, the Ministry of University and Research, the Department for Digital Transformation of the Presidency of the Council of Ministers, in line with the provisions of the Dpcm 22.12.2022 - Three-year IT plan in the PA 2022-2024, chapter 7 The levers for innovation.

The contracting authority initially intends to publicly share the need underlying the contract with the administrations, regions and territorial bodies, the bearers of widespread interests established in associations or committees, companies and research bodies that have an interest in proposing innovative solutions and launching a debate aimed at a better definition of the need itself.

Pursuant to art. 40 of Directive 2014/24/EU, as transposed by art. 77 of the Public Procurement Code, the contracting authority reserves the right to subsequently initiate an open market consultation, aimed at preparing the tender documents, including the choice of the tender procedure.

At the end of this path, unless verified the existence of industrialized solutions on the market suitable for the full satisfaction of the proposed needs, the innovation tender procedure will be followed up through the publication of one or more calls for tenders.

In defining the procurement process, the contracting authority, in addition to the mandatory legislation, refers to the "Guidelines on procurement for innovation" expressed in communication C(2021) 4320 final and to the practices disseminated through the EAFIP program (European Assistance for innovation procurement).
