        List and brief description of conditions:

        all the economic operators envisaged by art. 45 of Legislative Decree no. 50/2016, including competitors specifically and temporarily grouped pursuant to art. 45, paragraph 2, lett. d) of Legislative Decree no. 50/2016 and aggregations between companies adhering to the network contract pursuant to art. 45, paragraph 2, lett. f) of Legislative Decree no. 50/2016, according to the procedures indicated in the tender regulations.

      2. Economic and financial standing:

        each competitor company (even if agent, principal, auxiliary or network operator) will have to produce two suitable bank references. If, for well-founded reasons, the company is unable to present the references requested by the Administration, it can prove its economic and financial capacity through any other document listed in Annex XVII "Means of proof of the selection criteria", part I of the procurement code (pursuant to art. 86, paragraph 4 of Legislative Decree no. 50/2016).

      3. Technical and professional ability:
        List and brief description of selection criteria:

        companies and/or groupings and/or networks and/or consortia specialized in the production of supplied products and in possession of all the processing phases indicated are eligible to participate. To this end, each bidder must declare/demonstrate possession of the following minimum requirements:

        to. all the processing phases envisaged for the product being supplied and, specifically, the complete production cycle consisting of weaving, cutting and packaging, as well as an overall company organization which can be deduced from:

        - descriptive list of the technical equipment owned relating to the manufactured articles for which the company is competing (as specified in the annexes to this announcement);

        - manufacturing plants and workforce;

        - daily production capacity referred to finished products similar to those of the contract.

        In the case of joint economic operators, the weaving operations must be carried out, even separately, by a single economic operator, in order to guarantee the uniformity of the technical characteristics;

        b. certification attesting compliance with the UNI EN ISO 9001-2015 standards, issued by an ACCREDIA accredited body or other body in mutual recognition, relating to the accreditation sector (EA) and verified and certified processes concerning the processing phase/s carried out/ and by the economic operator for the preparation of the products to be supplied;

        c. specialized machinery: integrated modeling, development, placing, spreading and automatic cutting system; electronic thermoadhesion with temperature, pressure and time control and automatic ironing press;

        d. specific turnover: list of supplies, carried out in the three-year period 2020-2022, relating to supplies relating to the subject of the contract (for raw materials used, construction techniques, machinery and equipment used, proportion ratio, similarity and intended use), whose annual average must be equal to at least 25% (€ 4.150.543,03) of the total value excluding VAT based on the tender. The list must contain detailed information on the type of products, invoiced amounts, contract dates and beneficiaries;

      a) The procurement procedures referred to in this announcement have been authorized - pursuant to art. 32, co. 2, of Legislative Decree no. 50/2016 - with determination to contract n. 543 U.A.R. on 09.06.2023.

      c) Subcontracting is excluded for the design, cutting and packaging of the garments, in consideration of the need to make the production of the products uniform and to simplify the processing control activities at the production sites. The provision of subcontracting for the manufacturing phases, in particular, would allow the successful economic operator to distribute the object of the contract over several sites, according to unpredictable dynamics and timing, with negative consequences on the quality level and uniformity of the garments products and last but not least on the standardization and tailoring of the garments, as well as on the Administration"s ability to carry out the necessary quality controls.

      d) The DUVRI has not been drawn up. due to the absence of interference.

      e) The tender identification code (C.I.G.) attributed to this proceeding by the A.N.AC. is: 9886529DD0.

      f) This call for tenders was sent for publication in the G.U.U.E. to the Publications Office of the European Union on 21 June 2023.

      g) Being a call for tenders published after 27.01.2022, pursuant to art. 29 of Legislative Decree 27.01.2022 n. 4, in order to deal with the negative economic repercussions following the containment measures and the global health emergency deriving from the spread of the COVID-19 virus, a price revision clause will be inserted in the negotiation deed that will result from this procedure pursuant to art. 106, paragraph 1, let. a) of Legislative Decree no. 50/2016.
