The Provision of Services in Support of a Lung Cancer Screening Pilot Programme
The Contracting Authority intends to undertake a targeted lung cancer screening programme, whereby participants are selected from a local population at high risk of lung cancer, with a low dose CT scan (LDCT) offered to eligible subjects. Modelled on the Manchester-Macmillan Partnership Lung Health Check Pilot (undertaken in 2010), the programme will be run as a pilot clinical trial, supported by an EU4Health Solace grant. The programme will be overseen by a 13-person steering committee, comprising representatives from the National Screening Service and the National Cancer Control Programme. Cases identified by the programme will be managed by Beaumont Hospital’s Lung Multi-Disciplinary Team. The successful tenderer will provide a comprehensive, end-to-end targeted lung screening solution, which will involve the successful tenderer assuming responsibility for all aspects of the screening programme, from sending letters of invitation, participant screening, participant CT scan booking (where required) and reporting. The Contracting Authority requires a mobile solution that can undertake proposed lung health checks and subsequent scanning and associated visits (where required) in a non-hospital environment. In this regard, it is envisioned that a Mobile Scanning Unit and associated Mobile Support Unit will be deployed to agreed community locations across the catchment area of the RCSI Hospital Group.

The lung cancer screening pilot programme will have a duration of 3 years; the contract for associated support services will therefore be 3 years in duration. Following the expiry of this 3 year period, the Contracting Authority reserves the right to award 2 separate contract extensions to the successful tenderer, each of 12 months in duration, giving a maximum potential duration of 5 years.
The pilot clinical trial is supported by an EU4Health Solace grant.

For the purposes of Directive 2014/24/EU, the subject-matter of this competition constitutes ‘Medical Practice and Related Services (CPV code: 85120000), meaning that the contract falls under ‘Health, social and related services,’ as defined by Annex XIV of Directive 2014/24/EU. Consequently, the award of this contract is governed solely by Chapter I of Title III of Directive 2014/24/EU. On this basis, the Contracting Authority is entitled to exercise discretion in respect of the timeframes applying to this competition.
