Provision of Catering and Hospitality Services at Portal, Trinity East (Concession Contract)
Trinity College Dublin, the University of Dublin is seeking expressions of interest from companies interested in tendering for the operation and management of the Portal Cafe via a catering concession. The successful tenderer will be required to operate and manage the Portal cafe on a day-to-day basis and also cater for events and meetings as and when required. The successful tenderer will be remunerated for the delivery of the required services through sales to Portal members, the public and event catering within Portal. In addition, the successful tenderer will be expected to propose a financial contribution, payable to Trinity for the right to exploit the service. The proposed service concession will be for a five (5) year period with the option to extend for a further five (5) year period, i.e. a total of ten (10) years. From its commencement, the service concession will be subject to regular review of performance and the operation of a Service Level Agreement for the ongoing measurement and reporting of performance will apply. It is estimated that the service offering will have a combined total turnover in the region of €750,000 - €1,000,000 per annum. Candidates should note that the economic risk inherent to the delivery of the required services will rest fully with the successful tenderer. As the subject matter of the Contract which ultimately will be awarded comprises a service concession, the award of this Contract falls within the scope of Directive 2014/23/EU of the European Parliament and of the Council of 26 February 2014 on the award of concession contracts as transposed into Irish law by the European Union (Award of Concession Contracts) Regulations 2017 S.I. No 203 of 2017. This tender process is being conducted in compliance with this legislation.. . Trinity intends to conduct the public procurement competition (the “Competition”) using a procedure analogous to the competitive dialogue procedure. .

No 203 of 2017. This tender process is being conducted in compliance with this legislation. Trinity intends to conduct the public procurement competition (the “Competition”) using a procedure analogous to the competitive dialogue procedure.. . 1) Interested parties must register their interest on the eTenders website () in order to be included on the mailing list for clarifications. All information relating to attachments, including clarifications and charges, will be published on only. Registration is free of charge. The Contracting Authority will not accept responsibility for information relayed (or not relayed) via third parties. . 2) The Contracting Authority will not be responsible for any costs, charges or expenses incurred by tenderers. 3) Contract award will be subject to the approve of the competent authorities. 4) All queries regarding this tender must be submitted through as a specific question. Responses will be circulated to those that have registered an interest in this notice. 5) This is the sole call for the competition for this concession contract. 6) At its absolute discretion, the Contracting Authority may elect to terminate this procurement process, or any contract awarded at any time. 7) Please note in relation to all documents, that where reference is made to a particular standard, make, source, process, trademark, type of patent, that this is not to be regarded as a de facto requirement. In all such cases it should be understood that such indications are to be treated strictly and solely for reference purposes only, to which the words "or equivalent" will always be appended. 8) Without prejudice to the principle of equal treatment, the Contracting Authority is not obliged to engage in a clarification process in respect of the procurement documents with missing or incomplete information. Therefore respondents are advised to ensure that they return completed documentation in order to avoid the risk of elimination from the competition.
