EST_Rapid Build Surgical Hubs in Cork, Limerick and Waterford
i) Development of up to three permanent Surgical Services Hubs to be located on Health Service Executive (“HSE”) owned sites in Limerick, Cork and Waterford. ii) The HSE is initiating this tender competition in order to identify an economic operator with capability and experience develop up to three surgical services hubs to HSE specifications using rapid build construction technology. iii) The Contracting Authority requires each of the surgical hubs to be delivered as soon as possible. However, there will be an envisaged upper time limit of 12 months for the works from the award of the contract or the award of each relevant option (which will be dependent on obtainment of appropriate planning permission by the Contracting Authority) subject to applicable Extension of Time (EoT) events which will be detailed in the Invitation to Tender (ITT). iv) The estimated size of each surgical hub will be 4,000 to 4,500 sq.m with additional plant space of circa 1,800 sq.m. v) The Surgical Hubs must be delivered in accordance with the Government"s Climate Action Plan, 2023 and Climate Action and Low Carbon Development (Amendment) Bill 2021.

There are three separate permanent surgical services hubs and the Contracting Authority reserves the right to instruct the delivery of the subsequent surgical hubs (2nd and 3rd surgical hubs) as options if necessary.
The HSE also reserves the right to instruct the delivery of a fourth permanent surgical services hub in the North-west/Border region of Ireland via the contract.

It will be a condition for the award of any contract by the Health Service Executive that the successful tenderer and all sub-contractors (if applicable) produce a valid Tax Clearance Certificate from the Revenue Commissioners in compliance with Circular (43) 2006 (as amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident tenderer, a statement of suitability from the Revenue Commissioners will be required.. 2. Late submissions will be rejected unless the Health Service Executive considers that this is due to a technical, clerical or administrative error. . 5.
