The proposed building of 3,009 sqm [gross area] is a part single and part two storey more sophisticated and
technically innovative form of advanced technology building. This new project requires key focus on
technical integration, which will promote and support Business-2-Business and Business-2-Academic
collaboration and the adoption of existing and emerging industry 4.0technologies. The project will house
digitised/smart manufacturing technologies and produce significant amounts of data which will require
installation of an appropriate IT, mechanical and electrical infrastructure to support. The purpose of the
building is to provide industry access to such advanced manufacturing technologies via reconfigurable and
flexible space for R&D and training purposes.

Following the award of the contract to Conack Construction, IDA Ireland ran a separate procurement process
for the provision of a digital factory at the Advanced Manufacturing Centre (AMC). This contract was
awarded to another contractor. The initial specifications for the AMC building did not include many
elements required to enable integration with the digital factory as the contractor for the digital factory had not yet
been appointed. The contract therefore needs to be amended to incorporate modifications to the mechanical
and electrical systems and building management systems to enhance the usability and compatibility of the
building with the digital factory. The required modifications to the specifications are set out in further detail below:
• Install a new mixing damper and a new motorised actuator in the floor of the AHU (handling unit) between the
supply and extract. This actuator is to operate independently of the spill and intake dampers as it shall need to
open when the other dampers are closed.
• Install a new 3x7kw electric heater battery in the supply part of the AHU located between the thermal wheel
and the DX coil. The new electric heater battery shall be wired back to the existing AHU controller located on
the side of the AHU complete with over-temperature safety protection.
• Modifications to the existing AHU controls so that additional heat capacity is available.
• Installing a hardwired safety interlock between the electric heater battery and heat bump.
• A new CO2 sensor shall be installed in the return air duct and linked back to the AHU controller.
VII.
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
The original contract was subject to an OJEU contract notice and was awarded in accordance with Directive
2014/24/EC. The contract was amended to incorporate modifications to the mechanical and electrical
systems, ICT and building management systems and the contract was extended with effect from July 2022
until December 2022. A modification notice in respect of these changes was published in OJEU on 8 June
2022. The contract is now being further extended with effect from January 2023 to December 2023 in
accordance with Article 72(1)(b) of Directive 2014/24/EU. The increase in price will not exceed 50% of the
original estimated contract value of €10m as set out in the contract notice. Please see proposed changes to
the specifications in section VII.1.4.
The effective integration and operation of the digital factory is highly
dependent on the AMC building, eg interconnections with the building"s management system, compressed air
system and mechanical, electrical and IT installations. Having a contractor familiar with the AMC building
infrastructure
and operating environment will minimise risks associated with programme delays, budget overruns and
technological issues. In addition, if the existing contractor is retained for the additional works, there is a direct
relationship with the design team which means that there are no cross overs of warranties. If a new contractor
were to be appointed, there is a risk that the Contracting Authority would not receive the benefit of collateral
warranties. Significant inconvenience or substantial duplication of costs: economies of scale and cost savings -
real risk that budget will be exceeded.
