Contract Title: Rehabilitation of Al-Baqaq Old Bridge and Approaches in Nineveh Governorate

The Government of Iraq has received financing from the World Bank toward the cost of the EMERGENCY OPERATION DEVELOPMENT PROJECT (EODP), and intends to apply part of the proceeds toward payments under the contract for (Rehabilitation of Al-Baqaq Old Bridge and Approaches in Nineveh Governorate WITH A COST ESTIMATE OF (2,639,400,000) IQD (TWO BILLION AND SIX HUNDERD THIRTY-NINE MILLION AND FOUR HUNDERD THOUSAND IRAQI DINAR). The Cost estimate is indicative, and bidders need to bid based on their own estimate). The evaluation of bids is as described in the bidding documents. The Ministry of Construction and Housing and Municipalities and Public Works/Roads and Bridges Directorate now invites sealed bids from eligible bidders for Rehabilitation of this road, including but not limited to:( demolition and removal the spans (S1, S2, S3, S4, S5) due to the fact that the girders are ordinary reinforced concrete that were unproperly constructed, Demolishing and transporting of the shifted piers (Cross Beam, Columns, footing) for (P1, P2, P3& P4), Concrete repairing for the major damages for Abutments (wing walls, Dirt wall…etc) when required, Casting reinforced concrete Type (D20) for ø1.5m Piles of (P1, P2, P3& P4) when required (if needed), Casting reinforced concrete Type (D20) for the pile-cap (P1, P2, P3& P4) when required (if needed), Casting reinforced concrete Type (D20) forø1.2m columns (P1, P2, P3& P4), Casting reinforced concrete Type (D20) for cross-head beams of piers (P1, P2, P3& P4), Installing reinforced elastomeric rubber bearing pads (200x250x63 mm) from European origin, Installing reinforced concrete girders (pre cast pre-stress) length (17.5m) and depth (0.85m), Casting reinforced concrete for the deck slab and sidewalks Type (D20) for the Bridge, Installing rubber expansion joint Type T-80, Stone pitching (Stone, Cement Mortar & Concrete Key) for the abutments, Installation cast iron gullies for the entire bridge with covers including drainage pipes, Maintenance works of Approaches and Asphalt product, Provide and place all accessories of bridge that including (handrail, guardrail, electric pole, roads marking…. etc.) as mentioned and details in Bill of quantity (BOQ).

The contractor is allowed to provide any other alternative methodology, provided that it does not exceed the cost estimate and in accordance with the general specifications of roads and bridges

Foreseen construction period is 300 CALENDAR DAY.

A complete set of bidding documents in Arabic may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 250,000 IQD (Two hundred fifty Thousand Iraqi Dinar). The method of payment will be in cash, and the bidding documents will be delivered by hand, below the following documents should be attached:

• Copies of legal status, place of registration, and place of the bidder, and an official Authorization for Authorized signatory to obligate the bidder of the bid submitted by him in low, in case of JV the bidder shall submit JV agreement agreed by partners or letter of intent, the bid must be signed by all partners to obligate them in accordance with the provisions of paragraph (2.2h) of the instructions of bidders.
• The total value of completed projects from (2015-2022) by choosing the highest four years with financial value within the specified period in accordance ITB.
• A detailed breakdown of the price analysis for all items in BOQ for the project above (details of the cost of each item in the BOQ and a detailed analysis of its price).
• Specific experience in executing similar works in nature and size to the project above from (2015-2022) and details of each work that is still under execution or contracted and employers who can be contacted for additional information regarding these contracts.

• A list of the main equipment proposed for the implementing the contract along with the documents showing ownership of these equipment.
• Qualifications and experience of the key personnel in site management and the technicians proposed to implement the contract.
• Financial reports of the bidder (profit and loss) statements and (audited balance sheet) auditor"s reports from (2015-2022).
• Bank certificates confirming the availability of working capital for this contract (available credit facilities and other available financial resources).
• A letter of authorization authorizing the employer to chick the banks of the bidder to ensure his financial situation.
• Information on any litigations for the past five years, in which the bidder is a party into or was one of the parties concerned, with the disputed amounts and receivables.
• Methodology of the work and access to the site. (The work progress schedule, the work implementation mechanism, machinery and equipment, personnel, and the location of the contractor"s office) in accordance with the approved engineering programs.
• Proposals on the work items that will be given to subcontractors, which is not exceed 20% of the total contract amount.

Bidding will be conducted through the National Competitive Bidding procedures as specified in the Bidding documents.

A pre bid meeting would be held on at the address below on11:00 AM, Wednesday, December 27th, 2023.

Bids must be delivered to the address below before 11:00 AM, Monday, January 8th, 2024. Electronic bidding will not be permitted. Late bids will be rejected.

Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on 11:00 AM Monday, January 8th, 2024.

All bids must be accompanied by a “Bid Security” with an amount of 26,400,000 IQD (twenty-six million and four hundred thousand Iraqi dinar), The bid security of a JV shall be in the name of the JV that submits the bid. If the JV has not been legally constituted into a legally enforceable JV at the time of bidding, the bid security shall be in the names of all future members as named in the letter of intent.
