REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Africa CDC Regional Investment Financing Project and intends to apply part of the proceeds for consulting services.

The objective of the assignment is to design, develop, and implement an integrated National Health Data Warehouse (NHDW) as a strategic national platform aligned with Digital Ethiopia 2030, supporting data-driven decision-making, interoperability, and the development of a unified Shared Health Record ecosystem. The NHDW will consolidate and integrate data from core national health information systems, including EMR, DHIS2, eCHIS, LMIS, and other relevant platforms, in line with Ethiopia’s digital health architecture and interoperability framework.

Scope of Services

The consulting services (“the Services”) include, but are not limited to:

1. Architecture and Integration

  • Design a scalable, secure, and interoperable architecture that consolidates data from national health information systems and external data sources, aligned with the national enterprise architecture and avoiding duplication of existing systems.
  • Adopt international data exchange and security standards (e.g., HL7 FHIR, SNOMED CT, ICD-11, LOINC, ISO/IEC 27001), fully aligned with national policies and regulatory frameworks.
  • Apply a hybrid (top-down and bottom-up) data architecture approach, incorporating Data Vault 2.0 methodology to ensure scalability, auditability, and long-term sustainability.

2. Data Management and Analytics

  • Develop robust ETL/ELT pipelines, integration frameworks, and data quality assurance mechanisms.
  • Implement advanced analytics, business intelligence, and AI-enabled tools to support real-time analytics and evidence-based policymaking.
  • Enable longitudinal data storage and advanced querying capabilities to support clinical, operational, and public health use cases.

3. Governance, Security, and Capacity Building

  • Establish comprehensive data governance, data protection, and cybersecurity frameworks in compliance with national regulations and international standards.
  • Deliver a structured capacity-building and knowledge transfer program, including Training of Trainers (ToT), user manuals, and institutional strengthening to ensure sustainability.
  • Develop an iterative and phased implementation roadmap, incorporating stakeholder engagement, risk mitigation, and alignment with national priorities.

Assignment Duration, Level of Effort, and Expected Start Date

The assignment is expected to be implemented over an indicative period of eighteen (18) to twenty-four (24) months, commencing from the effective date of contract signature.

The estimated level of effort is in the range of sixty (60) to one hundred (100) professional staff-months. This estimate is indicative and intended to guide prospective Consultants in assessing the scale, system integration requirements, and institutional capacity-building components of the assignment, in alignment with Digital Ethiopia 2030 and national digital health priorities. Consultants are expected to propose an appropriate level of effort, staffing structure, and implementation approach based on their technical methodology.

The anticipated start date of the assignment is July 2026, subject to completion of the procurement process and successful contract negotiations.

Prospective Consultants are advised to assess their availability, resource mobilization capacity, and organizational readiness in line with the above indicative parameters, taking into consideration alignment with existing national systems, interoperability frameworks, and the requirement to strengthen local institutional capacity.

Eligibility and Shortlisting Criteria

The Ministry of Health now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience, including:

  • Demonstrated experience in the design and implementation of health data warehouses or large-scale interoperable health information systems.
  • Proven technical and managerial capacity in ETL/ELT processes, data modeling (preferably Data Vault 2.0), data integration, and advanced analytics.
  • Demonstrated experience in capacity building, knowledge transfer, and institutional strengthening within complex health system environments.
  • Experience in implementing solutions aligned with open standards and interoperability frameworks is an added advantage.

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but must clearly indicate the nature of the association (joint venture or sub-consultancy). In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract.

Selection Method and Regulatory Framework

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the World Bank"s Procurement Regulations for IPF Borrowers, Seventh Edition, September 2025.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the Procurement Regulations, which set forth the World Bank’s policy on conflict of interest.

Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients or that may place them in a position of being unable to carry out the assignment in the best interest of the Borrower.
