3. The Ministry of Energy & Dams now invites eligible firms (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
4. The shortlisting criteria are:
a). Core business and years in business: The firm shall be registered/incorporated as a Security Risk Management Company/firm with minimum of seven (7) years international experience in the area of assignment especially in in the area of SRM.
b). Relevant experience: The firm shall demonstrate a proven track record of successfully executing and completing at least two (2) assignments in the provision of security Risk Management Services or projects of similar nature, both in scope and complexity. These assignments should have been conducted in operating environments comparable to South Sudan, particularly in fragile and conflict-affected situations.;
c). Proven track record of conducting SRAs and developing and implementing SMPs in compliance with ISO 31000 and ISO 18788. Accreditation under ISO 18788 specific to the activities and locations described in this TOR. Demonstrated understanding of South Sudan’s security context and threats affecting government staff and international organisations
d). An extant and proven intelligence network within South Sudan, evidenced with quantifiable numbers of human assets on the ground and identified (and named) online and local sources of information. All required licensing to operate as a risk management company within South Sudan
e). Technical and managerial capability of the consulting firm: The firm shall demonstrate as having the requisite technical capacity, including relevant equipment, tools, etc., and managerial capacity to undertake the assignment in the submitted company profile(s).
Key Experts will not be evaluated at the shortlisting stage.
6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
7. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
8. A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
