• The Government of India has received financing from the World Bank toward the cost of the Manipur Infotech eNabled Development (MIND) project and intends to apply part of the proceeds toward payments under the contract for Setting up, Operating and Maintaining Green State Data Centre (GSDC) for a Period of Five (5 Years) in Imphal, Manipur.
• The Implementing Agency, namely, Cyber Corporation Manipur Limited (CCML), now invites sealed online Bids from eligible Bidders for Setting up, Operating and Maintaining Green State Data Centre (GSDC) for a Period of Five (5) Years in Imphal, Manipur.
• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated February 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%.
• Interested eligible Bidders may obtain further information from, Managing Director, Cyber Corporation Manipur Limited (CCML), and inspect the bidding document during office hours [1200 to 1600 hours] at the address given below or download the bidding document available on the e-procurement portal https://manipurtenders.gov.in/. Pre-bid meeting will be held on 30th March 2026 at 01:00 PM at the office of the CCML, IMPHAL, Manipur to clarify the issues and to answer questions on any matter that may be raised at that stage. Bidders are advised to download the RFB document prior to the Pre-bid meeting in order for them to have a good understanding of the scope of the procurement under the contract, for discussion and clarification at the Pre-bid meeting.
• The bidding document in English may be downloaded by interested eligible Bidders from the e-procurement portal https://manipurtenders.gov.in/.
• For submission of the bid, the bidder is required to have Class 3 Digital Signature Certificate (DSC), in the name of the person duly authorized to sign on behalf of the Bidder, from one of the Certifying Authorities (CAs), authorized by Government of India for issuing DSC from one of the authorized Certifying Authorities authorized by Government of India for issuing DSC (e.g. Verasys/Sify/nCode/eMudhra[1] etc.).
• Only Electronic Bidding will be permitted. Late submission of bids shall not be allowed after due date and time as per server time. Bids comprise two Parts, namely the Technical Part and the Financial Part, and both parts must be submitted simultaneously online on the e-procurement system on or before the deadline for submission of bids specified in Section II - Bid Data Sheet Clause 22.1. “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. Bid opening can also be viewed by the bidders online. The “FINANCIAL PART” shall remain unopened in the e-procurement system, until the subsequent public opening, following the evaluation of the Technical Parts of the Bids. If the office happens to be closed on the date of opening of the bids as specified/communicated, the bids will be opened on the next working day at the same time and venue.
• All Bids must be accompanied by a Bid Security of INR 2,70,00,000/- (Indian Rupees Two Crore Seventy Lakh Only) or an amount of US$ 300,000 (USD Three Hundred Thousand only). The bidders are required to submit original bid security in one of specified approved forms with Cyber Corporation Manipur Limited (CCML) at the address given below, either by registered post/speed post/courier or by hand so as to reach the Purchaser before the deadline for bid submission, failing which the bids will be declared non-responsive and will not be opened.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
