The Government of Sierra Leone has received financing from the World Bank toward the cost of the West Africa Food System Resilience Program (FSRP-2) and intends to apply part of the
proceeds toward payments under the contract for the Procurement and Installation of Web-Based Platform for National Water Resources Management Agency (NWRMA) to support Dissemination of
Information through Food Systems Resilience Program (FSRP).
The Food System Resilience Project (FSRP-2) now invites sealed Bids from eligible Bidders for Procurement and Installation of Web-Based Platform for National Water Resources
Management Agency (NWRMA) to support Dissemination of Information through Food Systems Resilience Program (FSRP-2)
Bidding will be conducted through a National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “2016 Procurement Regulations for IPF Borrowers”
February 2025 edition, effective from March 1, 2025 and is open to all eligible Bidders as defined in the Procurement Regulations.

The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of
SLL1,000.00 (One Thousand Sierra Leone Leones). The method of payment will be by Bank Transfer, Wire Transfer and Direct Payment in the Account listed below:

rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on Tuesday, 14th April
2026at 13:10 GMT in the Conference Room, 14 Pipeline, Off Wilkinson Road, Freetown, Sierra Leone, West Africa.
All Bids must be accompanied by:
A Bid Security of One Hundred and Forty – Five Thousand Sierra Leone Leones (SLL145,000.00) must be included within the sealed bid and satisfy the following conditions:
be in favour of the Ministry of Agriculture and Food Security (MAFS)
may be invoked if the bidder, upon the award of the contract, refuses to maintain the terms and conditions of the earlier submitted bid.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice,
using the Beneficial Ownership Disclosure Form as included in the bidding document.
All bids must be accompanied by:
A financing proposal with evidence of financial capability which should match a minimum of the bidders’ bid price.
Signed Bid Form, Price Schedule and Schedule of Requirement
A valid tax Certificate.
A Business Registration Certificate
Evidence of Experience in Similar Services.
A valid NASSIT Clarance Certificate
A Business Profile of the Service Provider
