• The Wonchi Woreda Agriculture and Land Office financing from the World Bank toward the cost of the Ethiopian Food System Resilience Program (EFSRP), and intends to apply part of the proceeds toward payments under the contract for Construction of Modern Fruit Nursery in Wonchi Woreda. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
• The Wonchi Woreda Agriculture and Land Office now invites sealed Bids from eligible Bidders for all works.
• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” World Bank Procurement Regulation 7th Edition September 2025 and is open to all Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from Wonchi Woreda Agriculture and Land Office(FSRP), and inspect the bidding document during office hours 2:30 - 11:30 local time at Wonchi Woreda Agriculture and Land Office, FSRP Room.
• The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to Wonchi Woreda Finance Office and upon payment of a nonrefundable fee of 2000.00(Two Thousand ETB) only. The method of payment will be depositing the money in Wonchi Woreda Finance Office and taking a receipt from the Wonchi Woreda Finance Office Room #9
• The document will be sent by in person.

6. Bids must be delivered to the address below Wonchi Woreda Agriculture and Land Office on or before 24-March- 2026 at 10:00 AM.

• Electronic Bidding will not be permitted.
• Late Bids will be rejected.
• Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below Wonchi Woreda Agriculture and Land Office on 24-March-2026 at 10:30 AM.

7. All Bids must be accompanied by Unconditional Bank Guarantee or Cash Payment Order (CPO) of 500,000 ETB. (Five Hundred Thousand ETB Only) and the bid security must be addressed to Wonchi Woreda Finance Office.

• Bid Validity Period: 90 days from the deadline for bid submission.

The Bidder shall submit the following additional documents in its Bid:

• VAT registration certificate and TIN certificate
• Valid trade license or business organization registration certificate
• Valid tax clearance certificate for 2018 E.C.
• eGp registration certificate
• Original Site visit Letter (Signed & stamped) from Woreda’s Agriculture and Land Office
• Renewed for 2018 E.C. Construction License
• Sound Unit Rate Analysis using the form in the Bidding Documents
• Demonstrate site specific work schedule, construction methodology and Quality control mechanisms
• Code of Conduct for Contractor’s Personnel (ES)
• The Bidder shall submit Management Strategies and Implementation Plans (MSIPs) to manage the following key Environmental and Social (ES) risks:
• Sexual Exploitation, and Abuse (SEA) prevention and response action plan;
• Traffic Management Plan to ensure safety of local communities from construction traffic.
• Code of Conduct (ESHS)

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

9.The client reserve the right to reject any or all bids.
