  • The Government of Vanuatu has applied for financing from the World Bank toward the cost of the Pacific Islands Regional Oceanscape Program (PROP) and intends to apply part of the proceeds for consulting services. The project development objective is to improve access to economic opportunities for fishers and fish workers, increase climate-resilient domestic supply of fish products, and strengthen national capacity and regional collaboration for fisheries management.
  • The implementing agency for this project is the Ministry of Fisheries, Oceans and Maritime Affairs (MFOMA).
  • The consulting services (“the Services”) include providing dedicated procurement support to the project by ensuring that all project-related procurement activities are executed efficiently, transparently, and in full compliance with World Bank regulations. The PO will be responsible for managing the end-to-end procurement cycle for goods, works, and consulting services financed under the project.
  • This position is a full-time position with an initial six-month probationary period, and possible yearly extensions subject to performance assessment and budget availability and an ongoing requirement. The expected Project closing date is December 2030, and the expected start date of the assignment is 16 May 2026.
  • The detailed Terms of Reference (TOR) for the assignment can be obtained by emailing the address provided below or by calling in at the Vanuatu Fisheries Department (VFD) situated at the WANTOK building at Number 2 Area.
  • MFOMA now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

Mandatory requirements

  • A degree or tertiary qualification from a recognized institution relevant to Procurement, Business Administration, Law, Engineering, or a related field.
  • Minimum 5 (five) years of recent experience in procurement, contract management, or a related field. At least three (3) years of specific experience in the procurement of large-scale civil works and infrastructure projects, preferably within the public sector.
  • Proven experience in managing the procurement cycle for goods, works, and consulting services, including the preparation of bidding documents, bid evaluation reports, and contract management.
  • Good understanding of the national legal and institutional framework for public procurement in Vanuatu is essential.
  • Excellent interpersonal and communication skills, with the ability to work effectively in a team and engage with a wide range of government and private sector stakeholders.
  • Ability to work under pressure and meet tight deadlines.
  • Ability to communicate effectively, orally and in writing.
  • Fluency in English (written and spoken) is required. Proficiency in the use of standard office software (Microsoft Office Suite).

Desirable requirements

  • A relevant advanced degree from a recognized tertiary institution.
  • Membership of a relevant professional organization.
  • Experience with procurement procedures of Multilateral Development Banks (e.g., World Bank, Asian Development Bank), and particularly with the World Bank’s STEP (Systematic Tracking of Exchanges in Procurement) system and/or World Bank Procurement Regulations for IPF Borrowers is a distinct advantage.
  • Strong analytical, organizational, and report-writing skills.
  • Strong integrity, ethics, personal organizational skills, and ability to manage own workload with tight timelines.
  • Fluency in Bislama is highly desirable.

7. The attention of interested Consultants (including firms) is drawn to paragraph 3.13, 3.15 and 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers (Seventh Edition, September 2025) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
