1. The Government of the Republic of Kenya (GoK) has received financing from the World Bank toward the cost of The Horn of Africa Groundwater for Resilience Project, Kenya. (HoAGW4RP), and intends to apply part of the proceeds toward payments under the contract [1]for Provision of Groundwater Information System ICT Infrastructure (Hardware Supply, Network Implementation, Related Software & Licenses, and Testing and Commissioning.

2. The Water Resources Authority (WRA) now invites sealed Bids from eligible Bidders for Provision of Groundwater Information System ICT Infrastructure (Hardware Supply, Network Implementation, Related Software & Licenses, and Testing and Commissioning) in the 33 WRA offices across the country.

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in September 2023, 5th Edition (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Water Resources Authority, PIU Coordinator, info@wra.go.ke and inspect the bidding document during office hours 0800 to 1700 hours local time from Monday to Friday, except public holidays. at the address given below

5. The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee[2] of Kenya Shillings One Thousand (KES 1,000). 6. Bids must be delivered to the address below on or before 11th March 2026 Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 11th March 2026 1000am

7. All Bids must be accompanied by a Bid Security of 3,400,000.00 (Kenya Shillings Three Million Four Hundred Thousand).
