1. Background of the project:

The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The project aims at strengthening the national statistics system, the national monitoring and evaluation (M&E) system, improving programming, and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly access analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.

2. Responsibilities:

The Senior Macroeconomist will play a pivotal role in advancing the NEC’s core mission by spearheading high-quality research, policy analysis, and technical advisory work. The incumbent will be responsible for designing, coordinating, and delivering in-depth research studies and policy reports that address key national economic priorities and support Somalia’s economic and social transformation agenda. The Senior Macroeconomist will ensure that all activities are conducted in strict adherence to the NEC’s policies, standards, and ethical guidelines all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following https://sisepcbp.nbs.gov.so/jobs-tenders/ and http://nec.gov.so or can be provided upon submission of application (in person or by E-mail).

3. Selection Criteria:

The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:

Education:

  • Advanced degree in Economics or a closely related quantitative field, with at least 10 years of progressive experience in research, public policy, and public sector; a PhD in Economics is highly preferred.

Experience:

  • Demonstrated experience in economic research and macroeconomic policy analysis, with substantial expertise in designing and implementing research methodologies and program frameworks.
  • Substantial experience engaging with senior government officials, private sector leaders, and civil society stakeholders, preferably within developing countries.
  • Experience working within academic or research organizations is highly desirable.

4. Reporting:

The Consultant will report to the Executive Director of the National Economic Council.

5. Duration of Assignment:

The assignment shall run for 12 months.

6. Submission requirements:

Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023.

“Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.

The NEC now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV). Further information at the address provided below during office hours from 9:00am to 4:00pm Mogadishu time (Excluding public holidays).

Deadline: Expressions of interest (EOI) should be delivered by email or in-person in a written form in three (3) hard copies (if not by e-mail) to the address below by 12th February 2026 at 16:00 Hours (Mogadishu Time) and should be marked “Expressions of interest for the Senior Macroeconomist Consultant” as subject line.
