Agarfa Woreda Finance Office intends to apply parts of the allocated budget of the Food System Resilience Program financed by the World Bank (IDA) towards the cost of construction of Kontule and Boru Community Ponds and intends to apply part of the allocated budget towards payments under the contract of these construction works.

Agarfa Woreda Finance office invites all eligible and qualified contractors of category WWC who are financially and technically capable to furnish the necessary labor, material, and equipment cost of construction of Kontule and Boru Community Ponds as described in the table below:-

• Invited Bidders should fulfill the following requirements& other appropriate documentary evidence demonstrating the bidder’s compliance;
• The bidder shall submit a certificate of registration or a certificate of competence from the concerned body.
• Renewed trade license for the current budget year (2018 E.C).
• TIN and VAT registration Certificate.
• Tax clearance certificate, which is valid during the bidding period, for contractors intending to use/Federal Tax Authority.
• Copy of the Taxpayer Registration Certificate
• Copy of Value Added Tax Registration Certificate.
• Site visit (stamped and signed from Kebele Administrative office)
• Original Technical and Financial Offer
• Contractorsintendnding to bid by forming an association (Joint Venture), each applicant or partner of a joint venture must purchase and collect the Request for Quotation document, prepared by the Woreda for this particular bid.
• Bidding will be conducted through National competitive bidding/NCB/ procedures as specified in the World Bank Procurement Regulations bidding document prepared in the English language can be purchased from AgarfaWoreda Revenue Office Room No 4starting from January 6, 2026 with nonrefundable fee of 1000 (One Thousand) birr only for each lot sending to the bank account number 1000088542607 and giving bank advice to the revenue office
• Interested eligible bidders may obtain further information from AgarfaWoreda Agriculture and Land Office, and the bidding documents in soft copy can be collected from the office, which is necessary for bidding purposes only during working hours.
• All bidders must be accompanied by a bid security in CPO or Bank guarantee of 400,000 (Four Hundred Thousand) birr only for each lot and valid for 90 days after the date of bid opening. The bid security must be addressed to AgarfaWoreda Finance Office.
• The deadline of bid submission shall be on February 6, 2026, at 3:30Local Time, starting from the announcement date in the newspaper, and the bid will be opened on the same day, February 6, 2026, at 4:00 Local Time in Agarfa Woreda Finance Office, Room No. 01.
• The bidding procedure to be followed is a single-stage, two-envelope procedure. Bidders are required to submit the Original and two photocopies each of the Technical Proposal and the Financial Proposal. The Technical Proposal shall include the wax-sealed Original, First Photocopy, Second Photocopy, and the Bid Security (CPO), each placed in a separate envelope. These envelopes shall then be enclosed together in one larger envelope clearly marked “Technical Proposal.”The Financial Proposal shall include the wax-sealed Original, First Photocopy, and Second Photocopy, each placed in a separate envelope. These shall then be enclosed in one larger envelope clearly marked “Financial Proposal.”
• Finally, the entire set of documents-both the Technical Proposal and the Financial Proposal-shall be enclosed in a single wax-sealed outer envelope, which shall clearly bear all necessary information regarding the Bidder, the Employer, and the relevant Project details Bids must be delivered to the address below on or before at 3:30 Local Time, on February 6, 2026and Electronic Bidding will not be permitted. Late Bids will be rejected.
• Bids will be opened in the presence of the Bidders’ representatives and anyone who chooses to attend at 4:00 Local Time on February 6, 2026, at the offices of AgarfaWoreda Finance Office, Room No. 01
• Bids shall be valid for 90 days after the bid-closing period.
• AgarfaWoreda Finance office reserves the right to accept or reject any or all bids.
