• The Ministry of Education & Training (MOET) has received financing from the World Bank toward the cost of the Strengthening Basic Education Support to Human Capital Development in Eswatini and intends to apply part of the proceeds toward payments under the contract for Supply, Delivery and Installation of ECCDE Out-Door Materials. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.”

2. The Ministry of Education & Training (MOET) now invites sealed Bids from eligible Bidders for the supply, delivery and installation of: Lot 1: 340 units of See-Saw, Lot 2: 340 units of Jungle Gym Combo, and Lot 3: 340 units of Sand Pit. To be delivered to a total of 340 regional schools (85 schools per region) in Hhohho, Lubombo, Manzini and Shiselweni Regions.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers (Sixth Edition, issued February 2025 and effective from March 1, 2025) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

and inspect the bidding document during office hours [ 09:00 to 16:00 hours] at the address below.

5. The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below.

6. Bids must be delivered to the address below on or before 09:00am, Wednesday, 16-01-2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the 6th floor - Ministry of Education & Training (HQ) Mhlambanyatsi Road, Mbabane on the 16th of January 2026 at 09:10 am. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

7. All Bids must be accompanied by bid security of E100,000.00 (One Thousand Emalangeni Only or Equivalent to this in (USD) for International Companies.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
