of Livestock, Forestry, and Range.

The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somalia Food Systems Resilience Program (FSRP) and intends to apply part of the proceed for consulting services. The Consulting Services (the Services) objectives includes: -
The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR) and the service is expected to be conducted and reports delivered within twelve (12) calendar months from commencement. The detailed Terms of Refence (TOR) for the assignment can be found upon submission of written application at the e-mail address provided below.
The Ministry of Agriculture and Irrigation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The short-listing criteria are as follows:
a) Core Business of the firm and at least 10 years in business (General experience in supporting government institutions providing technical assistance service or for a large donor-funded projects)
b) Experience in institutional reform, organizational development, and capacity building in the agriculture or livestock sectors or other related institutional building initiatives of at least 3 substantially completed contracts. Experience in policy analysis, organizational restructuring, and strategy development of at least 3 substantially completed contracts
Experience in conducting participatory assessments and lead multi-stakeholder processes & Strong M&E capabilities, including baseline assessments and impact evaluations of at least 3 substantially completed contracts. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources for submitted experiences.
c) Experience of relevant services in Sub-Sharan Africa. Experience in an environment similar to that of Somalia is an added advantage; and
d) The technical and managerial organization of the firm and show Multidisciplinary team including public sector reform experts, policy analysts, M&E specialists, and agricultural and livestock sector advisors. (Provide only the structure of the organization. Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations. Interested Consultant may obtain further information at the address below during office hours from 8:30am to 3.30pm Mogadishu time (Excluding public holidays).
