Invitation for Bids

1. The Lao People’s Democratic Republic has received financing from the World Bank toward the cost of the Global Partnership for Education III - Learning and Equity Acceleration Project (GPE III – LEAP), and intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of Toy Boxes for CCDG and MAT 499 class room and 4 for the MoES.

2. The Lao PDR Education Coordination Unit (ECU) of the Ministry of Education and Sports (MoES) now invites sealed Bids from eligible Bidders for supply of the following Goods:

The Goods shall be delivered to 39 District Bureau, in 14 Provinces as Phongsaly, Oudomxay, Bokeo, Luangnamtha, Houaphan, Xiengkhouang, Bolikhamxay, Khammouan, Savannakhet, Saravan, Xekong, Champasak, Attapeu and Xaysomboun provinces and 4 for MoES under the Global Partnership for Education III - Learning and Equity Acceleration Project (GPE III – LEAP); Time of delivery – up to 90 days. The Supplier shall be required to provide Related Services for the supplied Goods, as described in the RFB.

3. Bidding will be conducted through the national competitive procurement using a Request For Bids (RFB) procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised November 2020 edition and is open to all eligible bidders as defined in the Procurement Regulations.

4. Interested eligible bidders may obtain further information from ECU-MoES and inspect the bidding documents during office hours 09:00 to 16:00 hours at the address given below.

5. A complete set of bidding documents in English for free by interested eligible bidders upon the submission of a written application to the address below. The document will be picked up from ECU’s office or sent via e-mail for free.

6. Bids must be delivered to the address below on or before 14:00 pm (Lao Time) of 27 November 2025. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 14:00 pm (Lao Time) of 27 November 2025.

7. All bids must be accompanied by a Bid Securing Declaration, in the form provided in the bidding document.
