1. Background

The Government of Lebanon has secured financing under the Green Agri-Food Transformation for Economic Recovery (GATE) Project, supported by the World Bank. Under this Project, Sub-component 1.2 (“Access to Finance for SMEs”) is implemented by Kafalat SAL as the designated Implementing Agency. This Sub-component supports the provision of direct SME lending managed and administered by Kafalat, with a dedicated Project Management Unit (PMU) responsible for credit operations, fiduciary oversight, procurement, safeguards, and monitoring. To ensure effective execution, Kafalat will establish this PMU in line with the Subsidiary Agreement and Project Operations Manual (POM).

2. Objective of the Assignment

The Credit & Operations Officer will assist in the institutional setup and ongoing operations of Sub-component 1.2. Working under the supervision of the PMU Manager (also serving as Credit Manager), he/she will contribute to the design of lending frameworks, support the drafting of credit policies, SOPs, and operational workflows, and later assume responsibility for day-to-day credit operations once lending activities are launched.

3. Scope of Work

The Credit & Operations Officer will:

• Work closely with the PMU Manager and external consultants on the drafting and development of the Lending Manual, ensuring that credit policies, SOPs, and operational workflows are practical, compliant, and address Kafalat’s operational gaps.
• Contribute substantively to the drafting of SOPs and lending procedures, ensuring that templates, step-by-step guidelines, and internal controls are clear and efficient.
• Support the institutional setup for credit operations, including system design, process flows, and risk control mechanisms.
• Once lending activities commence, manage day-to-day operational aspects of loan processing, disbursement, repayment tracking, and portfolio monitoring.
• Coordinate with the CFO, Chief Accountant, Risk/E&S Manager, and other PMU staff to ensure compliance with the Project Operations Manual (POM), World Bank standards, and Lebanese regulations.
• Prepare operational and credit-related reports for PMU management, Kafalat, CDR, and the World Bank.

4. Qualifications and Skills

• Advanced degree in Finance, Business Administration, Economics, or related field.
• Minimum 10 years of relevant experience in credit operations, banking, or SME lending.
• Strong background in credit risk management, loan processing, and portfolio monitoring.
• Proven experience in drafting SOPs, credit manuals, or lending procedures for financial institutions or donor-funded projects.
• Familiarity with loan amortization, provisioning, arrears management, and NPL handling.
• Understanding of World Bank fiduciary and reporting requirements preferred.
• Excellent organizational, analytical, and problem-solving skills.
• Strong interpersonal and communication abilities, with fluency in Arabic and English (French an asset).
