Assignment Title: Environment Specialist

1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services.

3. Qualification requirements for candidates are as follow:

- A university degree in environmental science (Environment management, Ecology, Geology, Geography, Biology, or related expertise);

- Having at least 5 years of working experience with projects funded by International Financial Institutions (eg. the World Bank, ADB, AIIB, etc.) and/or international donors or governmental agencies in the field of environmental assessment, risk management, and monitoring procedures;

- Good knowledge of environmental legislation of the Republic of Tajikistan and World Bank Environmental and Social Frameworks;

- Experience in developing documents on environmental and social risk management including Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Framework (ESMF), Environmental Social Standard (ESS), and Environmental Management Plans (EMP).

- Working experience in interacting with local and national authorities and communities;

- High sense of responsibility, willingness to take initiative, excellent communication skills and team spirit are important assets;

- Proficiency in Tajik and Russian is required. English language skills will be considered an advantage;

- Excellent communication and computer skills.

The State Institution “Agriculture Entrepreneurship Development” Project Management Unit now invites eligible specialists to indicate their interest in providing the services. Interested specialists must provide information indicating that they are qualified to perform the services.

4. The attention of interested candidates is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in February 2025) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

5. The selection will follow Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of Procurement Regulations.

6. Interested candidates should submit a cover letter (maximum two pages) and a detailed CV (maximum five pages) clearly outlining how they meet the required qualifications. The CV and cover letter must be submitted either by email to procurement.ohp@gmail.com, with “Environment Specialist” in the subject line, or delivered in person to the address provided below.
