Assignment Title: Social Development Specialist
Reference No.: OHP/CS/INDV-2025/14
1. The Republic of Tajikistan has received financing from the International Development Association and International Bank for Reconstruction and Development toward the cost of the One Health for Pandemic Prevention Food Systems Resilience and Ecosystem Health in Central Asia and intends to apply part of the proceeds for consulting services.

3. Qualification requirements for candidates are as follow:
- University Degree in a social science discipline (anthropology, sociology, political economy, social development, gender studies, cadastre, geography, law, economics, agriculture or social safeguard related expertise);
- At least 3 years of experience and knowledge of the operational policies of international financial institutions in the field of social safeguards measures, including social standards of the Environmental and Social Framework of the World Bank and other Financial Institutions ESF policies;
- Experience on preparation of Environmental and Social Framework instruments such as Environmental and Social Management Plan (ESCP), Labor Management Procedure (LMP), Resettlement Action Plan (RAP) and Grievance Redress Mechanism (GRM);
- Experience in delivering training and developing related materials (e.g. manuals, presentations etc.) to a variety of audiences (e.g. rural population, government staff and specialists, NGOs);
- Experience in conducting public consultations and stakeholder participation processes;
- Familiarity with ESF analytical tools, ability to assess current situation of the local context, good understanding of local development;
- Strong analytical, organizational, and problem-solving skills;
- Computer skills (MS Office, Internet, E-mail, etc.);
- Proficiency in Tajik and Russian is required. English language skills will be considered an advantage;
The State Institution “Agriculture Entrepreneurship Development” Project Management Unit now invites eligible specialists to indicate their interest in providing the services. Interested specialists must provide information indicating that they are qualified to perform the services.
4. The attention of interested candidates is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in February 2025) - Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
5. The selection will follow Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of Procurement Regulations.
6. Interested candidates should submit a cover letter (maximum two pages) and a detailed CV (maximum five pages) clearly outlining how they meet the required qualifications. The CV and cover letter must be submitted either by email to procurement.ohp@gmail.com, with “Social Development Specialist” in the subject line, or delivered in person to the address provided below.
