Saint Vincent and the Grenadines has received financing from the World Bank toward the cost of the SVG Coastal and Marine Ecosystems Management Strengthening Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) under Component 2 include demonstrating spatial planning, participatory conservation, and innovative financing arrangements through on-the-ground investments in four target coastal and marine pilot sites. This component will complement Component 1 through a continuous feedback loop by incorporating outcomes of analyses and policies in pilot site activities to ensure these approaches are consistent and subsequently, feeding lessons learned from what is tested in the pilots into policies and NOCC management and coordination of coastal and marine resources. Furthermore, the outcomes of pilot site activities will be reflected in Component 3 through the NEDIP and communications and knowledge management efforts to scale-up adaptive management and good practices.

The Pilot Site Coordinator is a full-time position. The overall duration will be for two (2) fiscal years.

The Economic Planning Division, within the Ministry of Finance, Economic Planning and Information Technology, now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Qualification and Experience

• Bachelor’s Degree in environmental management, environmental studies, conservation studies, natural resource management, project management, environmental science, marine biology or relevant areas.
• Professional experience of two years or more in conservation planning and implementation
• Experience with priority conservation species in SVG
• Experience with coastal biodiversity and ecosystems management in SVG or other Caribbean Islands
• Broad understanding of climate change and climate change adaptation
• Proven ability to work with other government and private entities, stakeholders and local communities
• Knowledge on ecotourism with a specialization profile in environmental impact assessment
• Experience in planning and organizing training, workshops, and meetings
• Experience in developing operational manuals or similar guidance documents is desirable
• Experience in data collection and record-keeping, ideally related to environmental or community-based projects
• Previous experience with GEF projects is an added plus;

Please note that the selected candidate will be required to complete the World Bank’s online Environmental and Social Framework course.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 [revised November 2017, August 2018, November 2020 and September 2023] (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
