for

Consultant for the preparation of Technical documentation
(Detailed Energy Audit, Technical Design and Technical Monitoring and Verification) and Work supervision services for the implementation of the Component 1 of the Montenegro Energy Sector Decarbonization Project (MESDP)

The Government of Montenegro has received financing from the World Bank toward the costs of the ‘’Montenegro Energy Sector Decarbonization Project (MESDP)’’. The project total costs are €33.8 million, and it will be financed through an IBRD loan of €31.0 million and counterpart co-financing of €2.8 million. The Government intends to apply part of these proceeds to the payments for Consulting services for the ‘’Consultant for the preparation of Technical documentation (Detailed Energy Audit, Technical Design and Technical Monitoring and Verification) and Work supervision services for the implementation of the Component 1’’ of the project.
The project includes 3 components:
Component 1: Improving Energy Efficiency of Public Buildings
Component 2: Enabling the Integration of Additional Renewable Energy Capacity into the Power Distribution Grid
Component 3: Technical Assistance and Project Implementation Support
The Component 1 has the two-fold objective of reducing the energy consumption of selected public buildings and institutionalizing an implementation setup for EE investments in the public sector. Namely, this component will finance Energy Efficiency (EE) renovations of selected buildings of the University of Montenegro (Univerzitet Crne Gore, UCG) across the Country and other public buildings located in Podgorica. A total of 23 buildings, have been identified as priority sites for renovation under the project. These buildings include 16 UCG buildings and 7 additional public buildings.
The objective of this service („the Service “) is to facilitate the execution of Component 1 of the MESDP.
The Ministry of Energy and Mining (MoEM) requires the expertise for:
• Preparation of Technical Documentation Work inducing preparation of: Detailed Energy Audits, Technical Design Documentation and Technical Monitoring and Verifications and providing assistance to Client during the bidding process.
• Supervision Consultant (hereinafter referred to as the WS Consultant). The WS Consultant shall perform the services at all buildings, supervising quality of goods to be installed, implementation of works and providing final acceptance of works and goods in compliance with valid Montenegrin law on construction and related legislation.
Selected Consultant Firm (Company) is expected to complete required service until the end of the project April 30, 2030.

The Ministry of Energy and Mining (MoEM) through the Technical Service Unit (TSU) now invites eligible Consultant firms (“the Consultants”) to indicate their interest in providing above services. Interested Consultants must provide information indicating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

1. General Qualification and Competences of the consultant (firm)
Capacity, competences and organizational structure, of the Consultant firm (Company):

2. Qualification of the consultant (firm) relevant to the assignment:
Interested Consultant should submit reference list of assignments from similar projects conducted from the beginning of 2015 until the date of submission of Expression of interest. Reference should contain: investor data to whom service was performed, project description, contract value for performed services and implementation period. In addition, the company expertise in the areas of environmental assessment, and financial and economic analysis will be considered as an asset.

*CVs or biodata for Key Expert’s- (staff) are not required and will not be evaluated at the shortlisting stage.

Consultants may associate to enhance their qualifications. The associations should clearly indicate the form of the association (Joint-venture, Consortium, sub-consultancy; member in charge; other member/s and or sub- consultants). Consultant firm may submit also other documents considered important, and which are not mentioned above to present, e.g. JV/Consortium arrangements or to justify general qualifications and qualifications relevant to the assignment. Qualifications and experience of the sub-consultant will not be considered for evaluation for shortlisting.

The detailed Terms of Reference (TOR) for the assignment which outlines comprehensively the tasks, duties, and responsibilities of the Consultant firm can be obtained upon request at the e-mail address given below.

A Consultant firm will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Issued in September 2023. The attention of interested Consultants is drawn to Section III, paragraphs, 11.1; 3.21 - 3.24; 3.13; 3.14; 3.16; 3.17 setting forth the World Bank’s policy on conflict of interest.
