REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Preparation of Technical Materials and Draft Presidential Decree (RPerpres) for the Spatial Plan of the National Strategic Area (RTR KSN) of Tanjung Puting National Park.

The Government of Indonesia has received financing from the World Bank toward the cost of the Integrated Land Administration and Spatial Planning Project (ILASPP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) efforts are to to prepare the Technical Material documents and draft revision of Presidential Decree for RTR KSN Tanjung Puting along with its Strategic Environmental Assessment (KLHS) document as the basis for the development and operationalization of the realization of space utilization. The preparation of the Tanjung Puting KSN RTR is carried out by integrating the principles of sustainable forest landscape management (SFLM). TThe scope of activity for the technical assistant mainly comprised to eight (8) task stages as follows: (i) Preparation Stage; (ii) Field Survey and data collection; (iii) Formulate the delineation of the planning area and Key Performance Indicators (KPIs); (iv) Data analysis; (v) Formulating spatial planning concepts; (vi) Development of KLHS documents; (vii) Legal drafting process in the form of presidential regulation on RTR KSN TNTP; (viii) Preparation of reports. The assignment will be carried out for 7 (seven) months.

The Ministry of Agrarian Affair and Spatial Planning/National Land Agency through the Working Group now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) should have business permit in the related services, (ii) having experiences of the relevant experience during the lasted 5 (five) years

on Preparation of RDTR, RTRW and/or RTR-KSN, etc., (iii) having the availability of Key experts such as Urban and Regional Planning Expert (Team Leader), Urban and Regional Planning Specialist/Sustainable Development Specialist, Environmental Safeguard Specialist, Forestry Management Expert, Green Insfrastructur Expert, Wildlife Conservator/Biodeversity Expert. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
