1. The Ministry of Finance of the Republic of North Macedonia has received financing from the World Bank toward the cost of the Building Effective, Transparent and Accountable Public Financial Management Institutions, and intends to apply part of the proceeds toward payments under the contract for Development of State Aid Management Information System.
2. The Ministry of Finance now invites sealed Proposals from eligible Proposers for Development of State Aid Management Information System. The purpose of the State Aid Management Information System (SAMIS) is to support state aid business processes and to ensure the consistent application of the Law on the State Aid Control and other relevant laws and bylaws. SAMIS consists of State Aid Register, holding information on SA programs, grantors, implementors, applicants, recipients, and all granted state aid by those programs, and management tools to support SAMIS business processes. The SAMIS will be developed and deployed as a custom software to meet the specific functional and technical requirements. The software system shall be delivered as fully functionating solution and no licenses shall be needed for using SAMIS. The Operational Acceptance for the SAMIS is planned to be achieved within twelve (12) months from the Contract Effective Date.
3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 – Fourth edition (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
4. Interested eligible Proposers may obtain further information from the Ministry of Finance, Teona Tasikj Srbinoska, teona.srbinoska@finance.gov.mk and inspect the request for proposals document during office hours 08:00 to 16:00 at the address given below.
5. The request for proposals document in English may be obtained by interested eligible Proposers upon the submission of a written application to the address below. The document will be sent by electronic message to the address specified in the written application.
6. Proposals must be delivered to the address below on or before 30.04.2025, 14:00 hours. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 30.04.2025 at 14:10 hours at the Ministry of finance (the location is specified in ITP 26.1). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
7. All Proposals must be accompanied by a Proposal Security of 60,000.00 EUR.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
