REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

(CONSULTING SERVICES – INDIVIDUAL CONSULTANTS SELECTION METHOD)

Assignment Title: Consultancy Services for Gender and Social Assistant under the Liberia Electricity Sector Strengthening and Access Project Phase 2 (LESSAP- 2) Local Hire

The Government of Liberia has received financing from the World Bank towards the cost of the Liberia Electricity Sector Strengthening and Access Project and intends to apply part of the proceeds for Consultancy Services for Gender and Social Assistant under the LESSAP- 2. The LEC is seeking the services of a qualified Gender Assistant to support the Gender and Social Safeguards Specialist (GSSS) on the management of social safeguards risks and impacts on LESSAP 1 & LESSAP 2 in order to ensure that LESSAP project activities minimizes, reduces and mitigates and if possible, avoids potential environmental, social, health and safety hazards, meets EPA standards, and operates in accordance with the World Bank Safeguard Policies.

The inputs of the Consultant will be required on a full-time basis for the first 12 months. The project will renew the consultant’s contract on an annual basis and or an additional term based on performance.

The LEC now invites eligible and selected Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their Expressions of Interest (EOI) including their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.), educational and professional qualification certificates etc. The shortlisting criteria is listed below.

Qualifications, Experience, and Competencies:

  • Hold at least a bachelor"s in degree in social sciences such as Sociology, Social Anthropology, Development Studies and any other relevant discipline;
  • Have a minimum of three (3) years experiences in RAP implementation, conducting compensation and resettlement programs as well as experience in grievance redress management, stakeholder consultation and engagement, gender mainstreaming and or GBV risks management, preferably for electricity utility companies;
  • Have knowledge of national and international donor policies in the context of involuntary resettlement and environmental regulations, guidelines and standards (preferably the World Bank ESF and ESS-1-10 as well as WB EHS general guidelines)
  • Have proven knowledge of the culture and social practices of communities in the project areas;
  • Have excellent communication skills, master basic computer software (MSWord, MS Excel, MS Outlook, PowerPoint or other software for data processing) and have the ability to use the Internet;
  • Have excellent ability to work with and mobilize project-affected parties;
  • Must be proficient in reading, speaking, and writing English;

The Consultant will be selected in accordance with the Individual Consultants Selection method set out in the Procurement Regulations for IPF Borrowers (July 2016 as Revised in November 2017 and August 2018, November 2020, September 2023 and February 2025).
