Assignment Title: UPDATE AND DEVELOPMENT OF NATIONAL WASTE POLICY AND NATIONAL PLASTIC ACTION PLAN

The Government of Grenada has secured financing from the World Bank to support the Unleashing the Blue Economy of the Caribbean Project (UBEC). It intends to use part of these funds for consulting services for the Update and development of a National Waste Policy and a National Plastic Action Plan.

The consulting services will involve engaging a firm, in line with the Loan Agreement and World Bank Procurement Regulations for IPF Borrowers, to:

Update and develop a national waste and plastic policy action plan for Grenada, ensuring timely delivery of the plan.

The Ministry of Mobilization Implementation and Transformation now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Proven track record in Solid Waste Management (SWM).
• Prior country or regional experience.
• Proven track record in reviewing legal frameworks.
• Proven track record in developing policies and action plans.
• Proven experience in waste management policy development and plastic pollution strategies.
• Strong understanding of environmental policy frameworks and sustainability principles.
• Excellent facilitation and stakeholder engagement skills.
• Knowledge of Grenada’s environmental context, existing SWM system and challenges is an advantage.

Curriculum Vitae’s (CVs) of key experts will not be evaluated/considered at this stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
