Construction of Five (5)Small Span Bridge Projects at different FSRP Woreda

Procurement Reference Number: OROMIA-FSRP-450888-CW-RFB

The Oromiya Roads and Logistics Bureau on behalf of Oromia Agricultural Bureau intends to apply parts of allocated budget of Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction of Five (5)Bridge Projects with approach Road under Package-IIin Oromiya National Regional State, and intends to apply part of the allocated budget toward payments under the contract for Package-II(Five) FSRP Bridge construction works.

The Oromia Roads and Logistics Bureau now invites sealed bids from eligible bidders for construction of below Bridge projects. The names, location, span, amount of bid security, and the total period of construction including the required mobilization time, for Package-IIBridge projects are indicated in the table below.

• The Oromia Roads and Logistics Bureau, now invites contractors of Category GC-5 or RC-5 and above, to submit sealed bids for providing the necessary labor, material and equipment for the construction and completion of the above Bridges construction project. Invited Bidders should fulfill the following requirements & other appropriate documentary evidences demonstrating the bidder’s compliance;
• Domestic bidders shall have a certificate of competency from Ethiopian Construction Authority or appropriate Regional Construction Authorities with Category GC-5 or RC-5 and above, renewed for the bidding period,
• Commercial Registration Certificate,
• Renewed Trade license for the bidding period,
• Tax clearance certificate which is valid for bid submission date that permits the bidder to participate in any public tender,
• TIN and VAT registration certificate
• Bidding will be conducted through a National Competitive Bidding (NCB) procedures as specified in the WorldBank’s Procurement Regulations.
• Interested eligible bidders may obtain further information from Oromia Roads & Logistics Bureau and inspect the bidding documents, including a complete set of Engineering Drawings in scan copy which is necessary for bidding purpose, at the address given below at office hour. A complete set of bidding document prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 1000.00 (One Thousand Birr) in cash for each Bridge interested to apply, starting from the date of this notice.
• The bidding procedure to be followed is a one-envelope procedure. The technical qualification documents and financial offers will be opened at the same time, and financial bid prices and other necessary information will beread out at the opening.Bidders shall submit One Original and Two photocopies for both Technical proposal and financial offer. Technical proposal will be sealed in such a way that one original and one photo copy to be sealed in one envelope while the second photocopy will be sealed in another envelope separately and labeled as "One ORIGINAL & One PHOTOCOPY" and "Second PHOTOPY" respectively, then placed in another outer envelope along with bid security as indicated in the above table, in an acceptable form as indicated in bidding document. Financial proposal will be sealed in such a way that one original and one photocopy to be sealed in one envelope while the second photocopy will be sealed in another envelope separately and labeled as "One ORIGINAL & One PHOTOCOPY" and "Second PHOTOCPY" respectively, then placed in another outer envelope. Finally the whole documents shall be placed in a single wax sealed envelope whose outer cover containing all necessary information about the bidder& employer including project information.
• Bids must be delivered to the address below on or before January 16, 2025 G.C. at 10:00 A.M. All bids must be accompanied by a bid security indicated in the above table. Late bids will be rejected. Qualification Application, Financial offers, and Bid security of the bidders will be opened by the Oromia Roads and Logistics Bureau in the presence of bidders’ representatives who choose to attend at the address below on the same date January 16, 2025 G.C. at 10:30 A.M.
• A bid security in the form of Cash Payment Order (CPO) or an Unconditional Bank Guarantee must be submitted as stated above, in the name of Oromia Roads and Logistics Bureau.
• The Bid validity period shall be: Ninety (90) Calendar days after the latest date for submission of bid.
• The Oromiya Roads and Logistics Bureau reserves the right to accept or reject any or all bids and to annul the bidding process at any time, without thereby incurring any liability to Bidders.
