1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on 13 July 2015, reference No. WB3184-07/15.

2. The Government of Ukraine has received a loan from the International Bank for Reconstruction and Development toward the cost of the Power Transmission Project (PTP-2) and it intends to apply part of the proceeds of this loan to payments under the agreement resulting from this IFB: Extension of the existing Wide Area Monitoring System (WAMS) by installing equipment at 26 substations of NPC “Ukrenergo”.

3. The Private Joint Stock Company “National Power Company “Ukrenergo” serves as the implementing agency for the project and now invites bids from eligible Bidders for the supply and installation of Extension of the existing Wide Area Monitoring System (WAMS) by installing equipment at 26 substations of NPC “Ukrenergo”.

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January 2011, revised in July 2014, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:

• Minimum average annual turnover:

the annual turnover for at least two [2] years separately within the last five [5] years prior to the Bids submission deadline (2023-2019) shall be at least USD 1.0 million or equivalent, calculated as total certified payments received for contracts in progress or completed.

• The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:

(i) the following cash-flow requirement: USD 0.25 million

and

(ii) the overall cash flow requirements for this contract and its current commitments.

• Participation as prime supplier, main contractor, management contractor, sub-contractor, JV member in the contracts within the last eight (8) years prior to the applications submission deadline (2024-2017) with the total value of not less than USD 0.6 million and that have been successfully and substantially completed in the area of WAMS delivery or SCADA/telemechanics systems delivery, or Relay protection systems delivery, or Emergency automation systems delivery.

5. Procurement process will be conducted through the electronic procurement system and the complete set of the Bidding Documents in English only is available in a free access at the electronic procurement system Prozorro by the following link:

6. Interested eligible Bidders may obtain further information from Private Joint Stock Company “National Power Company “Ukrenergo” by sending their clarification requests through the electronic procurement system. Submission of clarification requests as well as Bids through the electronic procurement system requires mandatory prior registration of the Supplier at one of the marketplaces of Supplier’s choice from the list available at https://prozorro.gov.ua/en/majdanchiki-prozorro.

A pre-bid meeting which potential bidders may attend will be held as per the data published on Prozorro platform.

7. The Bid shall be submitted electronically through the marketplace chosen by the Bidder (please also refer to Clause ITB 1.5). The deadline for bid submission is specified in the electronic procurement system. The Purchaser does not bear any responsibility for the failure of the Bidder to submit its Bid on time for any reason. After the end of Bids submission period all documents comprising the Bid, except those marked confidential (see ITB 20.2 (a)), will be opened by the system automatically for all submitted Bids.
