1. The Kyrgyz Republic has received financing from the World Bank toward the cost of the Climate Resilient Water Services Project (CRWSP). The Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic, an implementing agency of the Client intends to apply part of the proceeds toward payments under the contract for Modernization of Nurgaziev Canal in the Shakhimardan Irrigation Scheme -Batken.

2. The Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic now invites sealed Bids from eligible Bidders for the Works comprising the modernization and reconstruction of Nurgaziyev canal and associated structures as well as construction and reconstruction of an earthen part of the Alga canal with structures. A summary of the Works is including but not limited to as follows:

• Rehabilitation of Head water intake structure (HWS) on ‘Shakhimardan’,
• Increasing the capacity of Nurgaziyev canal by modernizing and lining with monolithic concrete,
• Modernization of structures in 4 rehabilitated sections of the canal
• Rehabilitation of 3 sections with fast flow by dismantling,
• Installation of approx. 1,400-meter-long metal fence along the canal from the mosque to the tunnel,
• Concreting of approx.1387 m long monolithic concrete at WUA ‘Alga-jarkoton’ and construction of Head cross-regulator, pedestrian and road bridges, pipe crossings and discharge structure on it,
• Construction of 2 aqueducts

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the “World Bank Procurement Regulations for IPF Borrowers", dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic and inspect the Bidding document during office hours between 09.00 am and 6.00 pm at the address given below.

5. The Bidding Document in English may be purchased by interested Bidders upon submission of a written application to the address below and upon payment of a nonrefundable fee of USD 250 (Two hundred and fifty US Dollar) which shall be deposited at

The fee deposited for purchasing the Bidding Documents shall by no means returned. Bidding Document in USB disk may be purchased directly at the address below or link, which will enable the Bidder to download the whole Bidding Document may be sent to the Bidder via e-mail upon submission of a written application including e-mail address to be sent and upon payment of above stated nonrefundable fee of the Bidding Document. Within 24 hours after receiving the e-mail, including the downloadable link of the Bidding Document, the Bidder shall acknowledge the receipt of the e-mail and the whole Bidding Document. No liability of the Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic can be accepted for missing part and/or absence of the Bidding Document unless the Bidder does acknowledge accordingly.

6. Bids must be delivered to the address below on or before January 27, 2025, at 14:00 (Bishkek time). Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on January 27, 2025, at 14:00 (Bishkek time) at the below address. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Employer until the second public Bid opening.

7. All Bids must be accompanied by a Bid Security of USD 125,000 (One hundred and twenty-five thousand US Dollar)

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
