Assignment Title: Consultancy for the Development of a National Respiratory Pathogen Epidemic & Pandemic Preparedness and Response Plan

The Government of Grenada has received financing from the World Bank toward the cost of the OECS Regional Health Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

• To develop a comprehensive and contemporary National Respiratory Pathogen Epidemic & Pandemic Preparedness and Response Plan that aligns with the World Health Organization Preparedness and Resilience for Emerging Threats Module 1: Planning for respiratory pathogen pandemics (PRET) and other international best practices and standards.
• To update the existing plan, ensuring its relevance and responsiveness to current and emerging communicable respiratory disease threats.
• To establish clear guidelines, protocols, and procedures for the efficient and coordinated response to communicable respiratory disease outbreaks and emergencies.
• To enhance the nation"s capacity to detect, manage, and mitigate the impact of communicable respiratory diseases through effective preparedness measures.

The contract duration is 6 months. The assignment is expected to start in October 2024.

The Central Procurement Unit acting on behalf of the Ministry of Health, Wellness and Religious Affairs now invites eligible Individual consultant (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, sample of work engagement, etc.). The criteria for selecting the Consultant are:

Academic Qualification:

• Master’s degree in public health, Epidemiology, Emergency Preparedness & Response, Health Policy, or a closely related field is essential.

General Experience:

• Direct experience of five (5) years in public health emergency response, including the management of disease outbreaks and health crises.
• Proven experience in developing and updating public health policies, guidelines, and response plans.

Specific Expertise

a) Strong expertise in public health, including a deep understanding of communicable diseases, surveillance systems, and emergency response.

b) Proficiency in epidemiological methods and data analysis to inform surveillance and response strategies.

c) Proficiency in data collection, analysis, and reporting, with the ability to interpret data for decision-making.

d) Experience in designing and delivering training programs and capacity-building initiatives for healthcare professionals and stakeholders.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
