BACKGROUND
Despite the enormous energy potential that abounds in the ECOWAS region, access to electricity is one of the main challenges the region is facing. Thus, within the framework of various
regional policies and programs concerning the energy sector, the ECOWAS Commission and the World Bank initiated the Regional Electricity Access and Battery Energy Storage Technology Project
(BEST) – P167569.
For the implementation of this project, ECOWAS Commission has received a grant from the World Bank (IDA Grant D827-3W) and intends to use part of the fund under the subcomponent 4.1
“Technical assistance” of the BEST Project, to recruit and train a team of young professionals to strengthen the capacity of ECOWAS Regional Electricity Regulatory Authority (ERERA) to
regulate the regional electricity market.
For this purpose, the ECOWAS Regional Electricity Regulatory Authority (ERERA) in coordination with the Regional Coordination Unit (RCU) of the BEST project at ECOWAS Directorate of Energy
and Mines plans to recruit TwoIndividuals Consultants asJunior Power Expert (JPE) to work with ERERA at
Accra in Ghana.
SCOPE OFWORKS
The assignment of the Junior Power Expert (JPE) is to provide support to ERERA in improving policy, regulatory and legal framework in ECOWAS in order to facilitate the
development of grid-connected renewable energy (RE) projects in the region and their promotion in the regional electricity market. He (she) will be under the supervision of the Principal Power
Expert of the Engineering and Development Unit of ERERA and report directly to him. He (she) will also need to work in collaboration with a team of experts and external consultants in
developing and monitoring implementation of annual work plan for the promotion of Renewable Energy in the regional electricity market (REM).
ROLE AND RESPONSABILITIES
Key duties and responsibilities include but are not limited to the following:
Support the work on creating policy/regulatory/financial incentives for grid connected RE deployment and accelerating private and public sector investments in the ECOWAS Regional
Electricity Market (REM) with particular focus on renewable energy.
Develop energy policy/regulatory framework in the REM in order to encourage participating countries to set and meet national and regional renewable energy (RE) targets.
Develop and implement a monitoring and evaluation framework for the development of the REM.
Participate, in consultation with key stakeholders in the region (other ECOWAS institutions, governmental agencies, financial institutions, utility companies, project developers,
international donors), to assess existing policy/regulatory gaps and needs for the promotion of RE investments and integration in the REM
Design and organize capacity building and sensitization activities (meetings, workshops, trainings, seminars, conferences) for stakeholders
Coordinate with a team of experts and external consultants in developing and monitoring implementation of annual work plan for the development of the REM and promotion of renewable energy.
Assist, among others in:
Review and analysis of ECOWAS Member States Power sector regulatory techniques.
Development of technical, economic and financial standards for the regional electricity market.
Benchmarking of the power sector Regulators (comparative analysis of the structure and the operational performances of the Power sector regulators at the regional level and periodic
update).
Review of the ECOWAS energy Master Plan.
Follow-up of activities related to the development of electricity infrastructure, in the ECOWAS sub-region.
Propose and set up technical rules and standards for the operation of the regional electricity system and market.
Collation, management and monitoring of technical data in the regional electricity market.
Monitoring of the reliability of the regional electricity system.
Suggesting proposals for improvement of regulatory tools in Member States and for the regional electricity market.
Participating in the development of a regional framework for environmental protection, clean energy and energy efficiency.
Harmonisation of technical standards in the regional electricity market.
Any other duty as may be assigned by the hierarchy.
QUALIFICATIONS- REQUIREMENTS
Qualification and skills
Hold at least a master’s degree or equivalent (degree in Engineering) in the field of Electrical Engineering or related field.
Possession of a higher degree is an asset.
Excellent communication skills, and ability to use basic computer software (MS Word, MS Excel, MS Outlook, PowerPoint, or other software for data processing) and the Internet.
Excellent organizational skills with the ability to work in teams in a multicultural environment and under pressure.
Excellent communication skills (spoken, written and presentational).
Good knowledge of all types of electricity generation, transmission, and distribution system operations and infrastructure, as well as their technical management and planning.
Experience
Have at least three (03) years of professional Experience relating to the design and management of energy projects.
Have at least two (2) years in development of Renewable Energy policy/ regulation or two (2) years in power transmission system operation.
Experience within an electricity regulatory agency will be an added advantage.
Experience in Regional or International organizations would be an advantage.
Language requirementExcellent reading, speaking, and writing proficiency in at least one of the official languages of the ECOWAS Commission i.e., English, French or
Portuguese. A good working knowledge of a second language of the ECOWAS Commission will be an added advantage.
DUTY STATION
The Duty station is Accra, Ghana. The Junior Power Expert (JPE) must be available to start work after signing the contract of employment.
The applicant will start the assignment at the end of September or early in October 2024.
DURATION
The Contract duration is one (01) year renewable based on satisfactory performance with a probation period of three (03) months.
