• The Government of Saint Vincent and the Grenadines has received financing from the World Bank toward the cost of the Volcanic Eruption Emergency Project and intends to apply part of the proceeds toward payments under the contract for the Construction Works for Groundwater Sources at Higher Elevations to be Connected to Sandy Bay and Owia Systems

• The Economic Planning Division of the Ministry of Finance, Economic Planning and Information Technology now invites sealed Bids from eligible Bidders for the Construction Works for Groundwater Sources at Higher Elevations to be Connected to Sandy Bay and Owia Systems. Works include the supply and installation/construction of water supply pipelines, construction of water storage tanks, construction of SCADA systems, construction of photovoltaic (PV) systems, and implementation of environmental and social management plans. The estimated works duration is Fourteen (14) months. Bidders are required to have the following qualifications:

• Access to, or having available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction requirements estimated as USD 1,600,000.00;
• Audited balance sheets for the last five (5) years;
• Minimum average annual construction turnover of USD 12,000,000.00 within the last five (5) years;
• Experience under construction contracts in the role of prime contractor, JV member, subcontractor, or management contractor for at least the last ten (10) years;
• Satisfactory and substantial completion of one (1) contract of minimum value USD 9,000,000.00 or less than three (3) contracts of similar nature each of a minimum value USD 3,000,000.00, but with total value of all contracts equal or more than USD 9,000,000.00

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, Fourth Edition November 2020 and is open to all Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from the Economic Planning Division of the Ministry of Finance, Economic Planning and Information Technology using the email addresses as stated below and inspect the bidding document during office hours Monday- Friday 8:00am- 4:00pm at the address given below.

• The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by email.

• Bids must be delivered to the address below on or before September 9th, 2024, 1:30pm Local Time. Electronic Bidding is permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on September 9th 2024, 1:45pm Local Time.

• All Bids must be accompanied by a Bid Securing Declaration.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
