• The Government of Kosovo has received financing from the European Union Instrument for pre-accession II to the Republic of Kosovo for an Improvement and Rehabilitation of Irrigation Systems Project (IRIS). Project and intends to apply part of the proceeds toward payments under the contract for Improvement and Rehabilitation of Radoniqi - Dukagjini Irrigation Scheme. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing”.
• The Regional Irrigation Company “Radoniqi – Dukagjini” through Project Implementation Unit (PIU) of IRIS project now invites sealed Bids from eligible national Bidders for Improvement and Rehabilitation of Radoniqi- Dukagjini Irrigation Scheme. The works period is eighteen (18) months. Bidders are required to have a minimum average annual construction turnover of Euro 9 million as per EQC 3.2 (nine million).
• Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from PIU, Ms. Valentina Duka, Procurement Specialist, email vduka.iris@gmail.com and inspect the bidding document during office hours 09.00 to 16.00 hours at the address given below.
• The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the address below and are free of charge. The document will be sent by email.
• Bids must be delivered to the address below on or before August 16, 2024. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on August 16, 2024, 14.00 (local time). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
• All Bids must be accompanied by a Bid Security of Euro 130,000, issued by Bank.
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
