Background

The Government of Sierra Leone (GOSL) has secured financing from the World Bank (WB) towards the implementation of the Regional Emergency Solar Power Intervention (RESPITE) Project, and intends to use part of the proceeds to hire the services of a Social Risk Management Specialist

The consulting services (“the Services”) include:

  • The Social Risks Management Specialist shall be required to support Environmental staff of the Environmental and Social Management Unit (ESMU) of EDSA in leading in the overall provision of environmental and social management of the project whilst at the same time build the capacity of said staff. The Consultant shall conduct the tasks identified in "Section 4" by applying sound technical practices and methods, collecting and making use of available information, and support conducting consultation with the project affected persons/communities, government agencies and other interested stakeholders as needed. The Specialist will support the Environmental and Social Management Unit (ESMU) of EDSA in overseeing and monitoring technical assistance to any external consultant hired under the Project: (a) support implementation and update of the ESMP; (b) ensures risk mitigation; and (c) build capacity for monitoring of the Right of Way (RoW), with a view to reduce the impacts from encroachments and land uses that may negatively affect the operation of distribution facilities and projects implementation. The Specialist shall work in close coordination with both internal and external stakeholders already identified and yet to be identified to ensure smooth and effective implementation of the Project.

Specifically, the Social Risks Management Specialist will be responsible for the following:

3.1 Technical Guidance and Coordination

  • Provides overall oversight of the Social provisions of the Project
  • Provide technical guidance to the implementing agencies of the project and other stakeholders on social risk management and compliance to the Project Environmental and Social Commitment Plan. Provide technical advice to the Project Implementation Team (PIT), EDSA and the MoE.
  • Support the Environmental and Social Management Unit (ESMU) of EDSA in the efficient coordination with project implementing agencies and PIT staff regarding preparation and implementation of ESF instruments, including but not limited to the Environmental and Social Management Framework (ESMF), Rap Framework, RAP, SEP, LMP and Social considerations to be taken into account in the sub-project preparatory activities.
  • Provide technical support, review and operationalization support to the Stakeholder Engagement Plan (SEP), and Grievance Mechanism (GM)
  • Support Social sustainable development by ensuring that the project incorporate Safeguard measures as may deemed necessary and sufficient to avoid, minimize, abate, and where appropriate, offset any adverse impacts to the Project Affected Communities
  • Advise on strategies for strengthening implementation of Social risk management measures.
  • Organize and conduct training on Environmental and Social Risk Management related issues including Community health & public safety and requirements for program staff and other relevant stakeholders in the field.
  • Prepare terms of reference to undertake social assessments, RAPs for new activities and obtain necessary clearances from the World Bank and/or designated project approving agencies, coordinating with selected contractors or staff to ensure the studies are carried out adequately.
  • Work with the Environmental and Social Management Unit (ESMU) of EDSA to ensure that all environmental safeguard issues are incorporated into detailed planning, design, specification and bidding documents for all investment project.
  • Assist EDSA in providing training to the unit as well as to MoE safeguard staff to build capacity in social and community health management to ensure the long-term sustainability of project outcomes;
  • Support the develop and implementation of management processes including public consultation, analysis of alternatives and other social concerns.
  • Provides oversight and ensure implementation and reporting of the project Stakeholder Engagement Plan
  • Work with other Project Implementation Team members to ensure that financial resources are available to support social risk management processes, including assessments, training programs and analytical support.
  • Ensure E&S compliance conditions are incorporated into project bidding documents, and maintain close coordination to ensure that mitigation measures is undertaken by contractors and monthly E&S reporting by contractors are enforced and regular. Support the Environmental and Social Management Unit (ESMU) of EDSA to develop monitoring templates and ensure adequate safeguards records, documentation and reporting
  • Review of documents of Environmental and Social Impact Assessments (ESIA), Environmental and Social Management Plans (ESMPs), Resettlement Action Plan (RAP) and make recommendation for improvement before submitting to World Bank for approval.
  • Guide the development of ESIA, ESMPs, and RAP which should be prepared in compliance with the World Bank Environmental and Social Framework and requirements.
  • Support the Environmental and Social Management Unit (ESMU) of EDSA implementation of ESIAs and accompanying ESMPs as necessary.
  • Oversee the work of specialized consultants hired under the Project for the support of environmental and social management activities.
  • Develop Social compliance checklists and supervisory guides for field inspections.
  • Assist with the screening and application of mitigation measures, contracting language, and social plans for individual sub-projects.

3.2 Monitoring and Reporting

  • Compile and prepare the social impact section of the monitoring reports and contribute to the preparation of quarterly progress report of the project in the agreed format.
  • Support the Environmental/Social monitoring and report against the Environmental and Social Risk Management provisions, including those in the ESCP and highlighting environmental and social issues not addressed, and provide recommendations for corrective measures for subsequent projects.
  • Conduct field appraisal and review of subproject specifications, setting and site conditions to ensure that social aspects are appropriately addressed in planning, contracting and social mitigation plans.
  • Conduct field supervision, monitoring and inspection of individual subprojects to ensure compliance with the mitigation measures required; and
  • Periodically report on ongoing works, planning efforts, compliance and other aspects requiring attention and assist Project Coordinator in review and preparation of the social aspects of annual reports as necessary.
  • Support to prepare incident and accidents report as needed.
  • Monitor RoW from re-encroachments on a regular basis with support of the assigned EDSA Engineers

Duration of Assignment

The duration of the assignment is for a period of 12 months. Subject to satisfactory performance of the assignment, the contract may be extended (based on the unit rate included in the signed contract). The position is a full time position during the contract period.

The shortlisting criteria are:

A Master’s degree with specialized course work in disciplines of Social Works studies such as: Social Sciences, Community Development Studies/Rural Development, Sociology, Socio-economics Development, Social Policy Planning, Health Safety and Environment, Natural Resource Management, or other fields applicable to social compliance is required.

Prior Work Experience: A minimum of seven years of relevant professional experience in the areas of design and management of social management systems, and safeguards systems. Demonstrate experience supporting the design and implementation of a social Management System Demonstrate skills and direct work experience with at least one or more of the following: public consultations; public hearings; participatory research methods (including observation, surveys); participatory rural and urban appraisal; participatory poverty assessments; participatory monitoring and evaluation and grievance mechanism. Demonstrate experience in mentoring and providing capacity building in developing and implementing social safeguard policies, strategies and guidelines.

Job Knowledge: Demonstrate knowledge of the World Bank’s Groups Environmental and Social Management Framework and standards. Demonstrate well-rounded understanding of critical issues in sustainable development, international environment and development policy, and climate change. Good knowledge of Sierra Leone"s social institutions and their roles and functions at central, regional, district and community levels;

Skills and Abilities: Strong research and analytical skills to maintain technical knowledge, provide needed advice to colleagues and monitor the progress of World Bank funded project activities. Demonstrated leadership and skill in decision-making and overseeing the implementation of complex activities. Excellent management, inter-personal and team work skills. Must have excellent written and role communication skills in English. Proven time management skills and ability to multi-task and work under time pressure.

Proven track record in working effectively within multidisciplinary teams

EDSA now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, including CVs, certificates etc.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations

A Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the Procurement Regulations.
