Background
The Government of Sierra Leone (GOSL) has secured financing from the World Bank (WB) towards the implementation of the Regional Emergency Solar Power Intervention (RESPITE) Project and intends to use part of the proceeds to hire the services of an Environmental Specialist for the RESPITE Project.
The consulting services (“the Services”) include:
The Environmental Specialist shall be required to support the Environmental staff of the Environmental and Social Management Unit (ESMU) of EDSA in leading in the overall provision of environmental and social management of the project whilst at the same time building the capacity of the said staff. The Specialist shall conduct the tasks identified in "Section 4" by applying sound technical practices and methods, collecting and making use of available information, and support conducting consultation with the project-affected persons/communities, Government Agencies and other interested stakeholders as needed. The Specialist will support the Environmental and Social Management Unit (ESMU) of EDSA in overseeing and monitoring technical assistance to any external consultant hired under the Project: (a) support implementation and update of the ESMP; (b) ensure risk mitigation; and (c) build capacity for monitoring of the Right of Way (RoW), with a view to reduce the impacts from encroachments and land uses that may negatively affect the operation of distribution facilities and projects implementation. The Specialist shall work in close coordination with both internal and external stakeholders already identified and yet to be identified to ensure smooth and effective implementation of the Project.

The duration of the assignment is for a period of 12 months. Subject to satisfactory performance of the assignment, the contract may be extended (based on the unit rate included in the signed contract). The position is a full-time position during the contract period.

The shortlisting criteria are:
Education: A Master’s degree with specialized coursework in disciplines of environmental studies such as Environmental Science, Environmental Engineering, Environmental Management, Environmental Policy, Environmental Modeling, Natural Resource Management, or other fields applicable to environmental compliance is required.
Prior Work Experience: A minimum of seven years of relevant professional experience in the areas of design and management of environmental management systems, and safeguards systems. Demonstrate experience supporting the design and implementation of an Environmental Management System for Financial Institutions. Demonstrate skills and direct work experience with at least one or more of the following: public consultations; public hearings; participatory research methods (including observation, and surveys); participatory rural and urban appraisal; participatory poverty assessments; participatory monitoring and evaluation. Demonstrate experience in mentoring and providing capacity building in developing and implementing environmental safeguard policies, strategies and guidelines.
Job Knowledge: Demonstrate knowledge of the World Bank’s Groups Environmental and Social Management Framework and standards. Demonstrate a well-rounded understanding of critical issues in sustainable development, international environment and development policy, and climate change. Good knowledge of Sierra Leone"s environmental institutions and their roles and functions at central, regional, district and community levels.
Skills and Abilities: Strong research and analytical skills to maintain technical knowledge, provide needed advice to colleagues and monitor the progress of World Bank-funded project activities. Demonstrated leadership and skill in decision-making and overseeing the implementation of complex activities. Excellent management, interpersonal and teamwork skills. Must have excellent written and role communication skills in English. Proven time management skills and ability to multi-task and work under time pressure.
Proven track record in working effectively within multidisciplinary teams.
EDSA now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, including CVs, certificates, etc.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations
A Consultant will be selected by the Individual Consultant Selection Method set out in the Procurement Regulations.
