Assignment Title: Individual Consultant – Data Visualization Expert – Pakistan

Reference No. (as per Procurement Plan TH-RIMES-378407-CS-INDV)

The Regional Integrated Multi-Hazard Early Warning System (RIMES) has received/has applied for financing from the World Bank toward the cost of the Climate Adaptation and Resilience for South Asia (CARE) Project and intends to apply part of the proceeds for consulting services.

The consulting services (the Services) include an individual consultant – Data Visualization Expert – Pakistan who is to support the CARE Component 1 Team in developing/completing effective visual interfaces for the agriculture and planning DSSs for Pakistan, and where relevant, for the RDAS.

The Terms of Reference (TOR) for the primary procurement stage for the assignment are attached to this request for expressions of interest or can be found at the following website: www.rimes.int or via the address given below.

The Regional Integrated Multi-Hazard Early Warning System (RIMES) now invites eligible individual consultant (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide CV demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Knowledge:

  • At least Master’s Degree in Computer Science, Information Technology, Data Science, or related fields
  • Extensive knowledge of data processing and optimization techniques and data format conversion
  • Knowledge of structured and scientific data management, data mapping, and visualization
  • Strong knowledge of Data as a Service, REST API services and web services as well as data formats like GeoJson, ESRI shape files, scientific data NETCDF, GRIB (gridded Binary), HDF
  • Strong knowledge of statistics, and knowledge of HTML, CSS, key libraries, and scripting tools like R, Python and JavaScript, D3, Tableau, etc.
  • Demonstrable design knowledge, such as layout, typography, color, interaction design

Experience:

  • At least 5 years of experience in software/database development and management, and analysis tools
  • At least 3 years of experience in providing data visualization expertise to government institutions in Pakistan
  • Strong GIS skills (desktop, online versions) and knowledge of OGC standards and Open APIs and google earth engine
  • Experience with development of interactive visualization dashboards, portals, and mobile apps based on online/cloud services for data and analytics
  • Experience with user interaction for systems requirement, collaborative design, and feedback
  • Experience in diverse database design (MySQL, Microsoft SQL, or NoSQL), and various Linux/Unix distribution platforms
  • Experience in internal abstract data visualization including reporting, dashboarding, and presenting real-time analytics to enable smart decisions
  • Experience in creating and editing visual content including maps, charts, and graphs

Skills and abilities:

Demonstrable ability to digest complex technical information and convey them in easy-to-understand forms to a variety of stakeholders

Strong written and verbal command of Urdu and English languages

Personal qualities:

Excellent analytical and problem-solving skills; demonstrable ability to plan and organize work independently; excellent interpersonal and communication skills; high commitment to responsibility and work quality; ability to work effectively and efficiently independently and/or within a multi-cultural team; openness/receptiveness to critique for enhancing work and outputs.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the individual consultants method set out in the Procurement Regulations and to be specifically set out in the Request for Expressions of Interest (REoI).
