RECRUITMENT OF AN INDIVIDUAL CONSULTANT FOR THE PREPARATION OF A SOFTWARE REQUIREMENTS SPECIFICATION (SRS) FOR AN ERP TO BE IMPLEMENTED BY RUSUMO POWER COMPANY LIMITED (RPCL)

The Republic of Burundi, The Republic of Rwanda, and The United Republic of Tanzania have received financing from the World Bank toward the cost of the NELSAP’s Regional Rusumo Falls Hydroelectric Project and intends to apply part of the proceeds for consultant services.

Regional Rusumo Falls Hydroelectric Project would like to hire qualified and motivated Individual Consultant for the Preparation of a Software Requirements Specification (SRS) for an Enterprise Resource Planning (ERP) to be Implemented by Rusumo Power Company Limited (RPCL).

The objective of this assignment is to have Software Requirements Specification (SRS) for an integrated Enterprise Resource Planning (ERP) as RPCL is preparing for the Operation and Maintenance (O&M) for the Company to begin in 2023. The consultant will use his professional experience and competency to assess the current status of RPCL in terms of its organization structure and its staff, the nature of its present and future activities, and propose proper specifications for an integrated Enterprise Resource Planning (ERP).

The NELSAP’s Regional Rusumo Falls Hydroelectric Project now invites eligible individuals (‘Consultants’) to indicate their interest in providing the Services. Interested Consultants should provide information (curriculum vitae and references in English language only) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• The individual consultant should have expertise in incorporation of ERP assignment and successfully completed at least three similar assignments in the last ten years.
• The Consultant should have a bachelor’s degree in Software Engineering or related field with at least 7 years’ experience in ERP System transaction.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 1.9 of Consultant Guidelines:

World Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client"s interests paramount, without any consideration for future work, and strictly avoid conflicts with other assignments or their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of not being able to carry out the assignment in the best interest of the Recipient.

A consultant will be selected in accordance with Section V. Selection of Individual consultants set out in the Consultant Guidelines.
