The Kyrgyz Republic has received financing in the amount of US$ 58,000,000.00 equivalent (including US$ 8,000,000.00 equivalent from Swiss State Secretariat for Economic Affairs – SECO) from the World Bank toward the cost of the Electricity Sector Modernization and Sustainability Project, and it intends to apply part of the proceeds to payments for goods, works, consulting services and non-consulting services to be procured under this project.

The project will include the following components:

Component 1: Rehabilitation and Upgrade of Distribution Networks

• Rehabilitation and upgrade of distribution lines;
• Procurement of transformers;
• Training in network design, proper installation of equipment, and power system loss reduction.

Component 2: Digitalization of distribution network

• Installation of Information Management Systems (IMS);
• Installation of advanced metering infrastructure.

Component 3: Strengthening social protection systems

• Enhancing effectiveness of social benefits and improving responsiveness of social assistance to shocks;
• Modernizing IT systems for social assistance systems.

Component 4: Institutional development and project implementation support.

The main activities to be procured through open competition are expected to include:

Supply of power transformers

Supply of ABC

Supply of Smart Meters

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and https://minenergo.gov.kg/.
