The Republic of Türkiye through Ministry of Industry and Technology (MoIT), The Scientific and Technological Research Council of Türkiye (TUBITAK) and Small and Medium Scaled Industry Development and Support Directorate (KOSGEB) has received financing in the amount of US$ 450 million equivalent from the World Bank toward the cost of the Türkiye Green Industry Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components:
Component 1: Support industrial SMEs to improve their energy and resource performance and reduce their carbon emissions (KOSGEB - US$250 million). This component will support industrial SMEs in investing in solar energy for their own consumption, developing and implementing green transition plans to reduce carbon emissions and improve their resource efficiency, with a focus on energy, water, and waste management efficiency. The component will also help raise the awareness among SMEs about the current and future sustainability requirements in local and export markets; potential technologies to improve sustainability and firms’ performance; and recommended standards for green sustainability (such as international green product certification – ISO 14067 or equivalent - to facilitate integration in global value chains).
The component will provide reimbursable financing of up to 50 to 70 percent (depending on the type of subproject, see the subcomponents for details) of SMEs’ plans for installing solar energy systems, upgrading machinery and equipment, acquiring new technologies, technical personnel required for green transformation (e.g., energy, water and environmental engineers), attaining technical assistance, obtaining green certifications, and other interventions to facilitate a transition towards a greener and more resource-efficient industry and circular economy.
This Project will provide softer terms of financing (e.g., increase the financing level, under component 1, up to 90% of subproject costs) and prioritization for eligible small and medium enterprises (SMEs) located in the 11 earthquake-affected provinces.
Component 2: Contingent Emergency Response Component (CERC) (US$0 million). This component is included in accordance with OP/BP 10.00 (Investment Project Financing), paragraphs 12 and 13, for contingent emergency response through the provision of immediate response to an Eligible Crisis or Emergency, as needed. It will allow the GoT to respond promptly and effectively to an eligible emergency or crisis, which is a natural or human-made disaster or crisis that has caused or is likely to imminently cause a major adverse economic and/or social impact by requesting a rapid reallocation of project funds.
Component 3: Green Innovation by Industrial Enterprises (TUBITAK - US$175 million). This component will support innovation activities for climate change mitigation and adaptation and sustainability in Turkish industrial firms. This component will provide matching grants and reimbursable financing to private enterprises and service providers to finance (up to 70-80 percent depending on the type of subproject) of their green innovation projects. In line with the existing international definitions[1], green innovation (or eco-innovation) support would include the creation, adoption and adaptation of new, or significantly improved, products (goods and services), and business processes, which will improve sustainable development and lead to more efficient and responsible use of natural resources and positive impacts on the environment (including energy savings, pollution reduction or prevention, waste recycling, resource efficiency, etc.). This component will cover both technological innovation (green technologies) and mixed service-technological innovation.
Component 4: Project management and institutional development (MoIT - US$25 million). Component 4 will be managed by MoIT/DGI. The aim of this component is to lay the institutional foundation for the implementation of the national green transition agenda, support MOIT in developing new strategies and policies on green transition of industry (legislation, support mechanisms, market surveillance), and support the overall project management. MoIT will design incentives and support mechanisms of GHG emissions reductions and circular economy development under this component. Consulting services such as identifying gaps and green potential analysis, establishment of green industry academy, tracking system for industry, and impact assessment are to be procured through open international competitive procurement.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020, (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website and on the free accessible web site of MoIT (https://www.sanayi.gov.tr), KOSGEB (https://www.kosgeb.gov.tr) and TUBTAK (https://www.tubitak.gov.tr) respectively or in the national newspapers of national circulation or in the official gazette in Türkiye.
Other open procurements at national level, specific procurement notices will be announced as they become available at the web site of MoIT (https://www.sanayi.gov.tr), KOSGEB (https://www.kosgeb.gov.tr) and TUBTAK (https://www.tubitak.gov.tr) respectively and in newspapers of national circulation or in the official gazette.
