• The National Institute of Transport through the Government of Tanzania has received financing from the world bank toward the cost of the East African Skills for Transformation and Regional Integration Project (EASTRIP). It intends to apply part of the proceeds toward payments under the contract for Supply of Learning resources (Books, eBooks, Journals) for the Center of Excellence in Aviation and Transport Operations.
• The National Institute of Transport now invites sealed Bids from eligible Bidders for the Supply of Learning resources (Books, eBooks, Journals) for the Center of Excellence in Aviation and Transport Operations at the National Institute of Transport, Ubungo- Mabibo, Dar es Salaam within the delivery period of 90 days.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 1ST July 2016 revised November 2020 (“procurement regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the National Institute of Transport, P. O. Box 705, Mabibo Road, Ubungo Light Industrial Area, in Ubungo Municipality, Dar es Salaam, Tanzania and inspect the bidding document during office hours from 0900 to 1600, Monday to Friday except for public holidays at the address given below.

5. The Bidding Document is available online on TANePS- https://www.taneps.go.tz. Bidders must register on the TANePS to participate in this bidding process. All requests for clarification should be sent through TANePS and the Employer will send Responses to Clarifications, Minutes of Pre-Bid Meetings and Amendments through TANePS - https://www.taneps.go.tz and email for notification will automatically be sent to those bidders who have started working on this bid. The bidders would ensure that any addenda available on the website are also downloaded and incorporated.

Bids must be submitted through TANePS - www.taneps.go.tz on or before 29th March, 2023 at 10.00 hrs and bids will be opened through TANePS on the 29th March, 2023 at 10.00 hrs. The TANePS would not allow any late submission of bids.

6. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder. The bidders are responsible for verifying the website for the latest information related to this bid.

7. All Bids must be accompanied by a bid security (Bank Guarantee) using the format in the bidding document) as appropriate amounting to TZS. 15,472,914.9/=

The Bidders must submit a scanned copy of the Bid Security on the TANePS as per the format provided in the Bidding Documents. The Original copy of the Bid Security must be submitted on or before 27thMarch, 2023 to the address provided below. In case the bidder"s original copy of the Bid Security is not submitted at the date and time specified, the bid will not be considered.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
