Assignment Title: Prepare Training Manual on Environmental and Social Safeguards Framework and Climate Risk Assessment for the Civil Works Component of the AGBSDP and Deliver Training to LCs to Effectively Manage Sub-Projects under the AGBSDP

The Government of Sierra Leone has received financing from the World Bank toward the cost of the Accountable Governance for Basic Service Delivery Project (AGBSDP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) seek to develop and prepare a training manual and conduct a training exercise that will enhance World Bank ESF knowledge and the CDRS tools across the Local Councils Implementing the Accountable Governance project.
This duration for the assignment is 20 man-days.
The consultant will be expected to:
A.World Bank Environmental and Social Framework
B.Climate Change Risk Assessment Tools
The training manual and training should align with the AGSD project activities and be in accordance with the World Bank’s CDRS tools. It should elaborate on the concept of CDRS tools, including the purpose, the use of the tools, and the methodology for applying them, and ensure it is customized to the local context, including also other risk screening methodologies (for example, the screening for climate resilient building materials of schools in Sierra Leone) and incorporate these methodologies in the CDRS tools. The consultant will participate in the training on the CDRS and then focus the training session on the training of trainers and users of the CDRS tools with a focus on how to apply the CDRS tools and the different steps involved in terms of (i) collecting data on climate and other hazards in the region and rating the potential impact of the hazards on each priority sector,( ii) preparing and rating the local council’s institutional readiness to respond successfully to the hazards and iii) determining the overall risk informed by the potential impacts and institutional readiness.
The training manual and training should cover the following:
The Project now invites eligible Individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Expert Qualification
The consultant should be an Environmental or Social Safeguards expert with the following qualifications and experience
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. as per paragraph 3.17 of the Procurement Regulations.
