(CARS-4) OF CUSTOMS SERVICE UNDER THE GOVERNMENT OF THE REPUBLIC OF TAJIKISTAN

Assignment Title: Selection of Company for Development of Technical Specifications for the Procurement of Non-Intrusive Equipment Including Inventory Assessment

The Republic of Tajikistan has received financing from the World Bank toward the cost of the Fourth Phase of the Central Asia Regional Links Program, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes the assessment of current status and usage of Non-intrusive inspection (NII) equipment in the Customs Service under the Government of the Republic of Tajikistan (CSGRT) and all its divisions, analysis of effectiveness of the correct use of NII equipment for each type of flow and borders, current NII system assessment and an analysis of the disposal of old equipment, preparation of documents and technical requirements and implementation of the purchase of NII equipment.

The Customs service under the Government of the Republic of Tajikistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• At least 5 years of experience in the field of deployment of NII technology and their integration with information systems;
• Experience in preparation of technical specifications related to the NII technology; and during the last five years should have completed at least one similar contract with value of USD 400,000.
• Availability of qualified staff for the deployment of NII equipment as well as information and communication technologies (details in Annex 2 of TOR);
• Demonstration of basic technical knowledge, principles and mechanisms for the development and implementation of an NII deployment program using high energy scanners, the operation of information systems, data networks, automated controls, inventory and monitoring;
• Experience in conducting trainings on the use of non-intrusive technology and ICT equipment.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s qualifications-based method set out in the Procurement Regulations.
